국문 초록

경찰조직은 범죄와 무질서에 대하여 개인적ㆍ사회적ㆍ국가적 안전을 확보ㆍ유지하기 위해 존재하는 매우 근본적인 조직이라 할 수 있다. 이러한 경찰조직 목표달성과 관련하여 결과에 초점을 둔 일종의 '생산성(효과성과 능률성)' 개념이 활발하게 논의되어 왔다. 그런데, 경찰조직을 하나의 유기체로 간주할 때, 결과와 관련된 생산성뿐만 아니라 그러한 결과를 만들어 내는 조직구성원들의 상태는 매우 중요한 의미를 갖는다고 본다. 이는 일종의 '조직 건강성' 문제로서 종래에 행정학분야에서 많이 논의 된 바 있다. 이러한 조직건강성에 접근은 일의적으로 정의를 내리기가 쉽지는 않으며 따라서 논자에 따라 다양한 방법론이 제시되고 있다. 이러한 방법론상의 한계인식 하에 이 글에서는 벡하드(Beckhard)의 견해를 중심으로 살펴보고자 한다. 벡하드의 견해를 토대로, 경찰조직 내의 권력구조의 불균형 문제, 하향식 의사전달구조의 문제, 경직된 인적자원의 배분 문제, 하위경찰의 자아효능감 문제를 중심으로 조직건강성 문제를 진단하고자 하였다. 생각건대, 경찰조직을 건강성이라는 측면에서 볼 때(비록, 다소 주관적 평가이지만)에는 적지 않은 문제를 내포하고 있다고 본다. 따라서 경찰조직의 건강성을 개선하기 위한 노력으로서 크게 두 가지 차원에서 제언을 하였다. 첫째, 전통적 관료제 패러다임의 한계에 대한 현실적 인식, 둘째, 학습관료제의 모색과 초우량조직으로의 진화가 바로 그것이다. 경찰조직의 건강성은 정보의 공유와 원활한 의사소통, 그리고 일이 아닌 사람중심의 가치를 실현할 때 보다 나아진다고 본다.

영문 초록

Police are the very fundamental organization which exist to accomplish or maintain the individual, society, and nation's security against the crime and disorder. These goals of police organization have been actively discussed as a kind of the concept of productivity(effectiveness, efficiency). But, when we consider the police organization as a organic, it is very important to not only the results related to the productivity, but also the state of its organization's personnel which produce the results continually. This is a kind of 'organization health', which have been discussed in the field of administration. But, the approach to organization health are not so easy to define its concept, therefore there are so many methodology individually. Under the confess or cognition of its limits in the methodology, I will observe it based on Beckhard's perspectives. Based on his view, I try to diagnose the organization health use the sub variables which are the problems of the unbalance of power structure, the structure of top-down communication, the rigid arrangement of human resource, the self efficacy of the low rank in the police organization. In my opinion, our police organization when consider in the side of health(although it is somewhat subjective) are have many problems. So, suggest two points largely for the efforts to improve the health of police organization. These are first, the real cognition of the limits of traditional paradigm of bureaucracy, second, searching the learning bureaucracy and evolution for the best organization. I think the health of police organization are gradually improve when realized the co-ownership of power(information or intelligence), amicable communication, and not the task but the value of human.
