국문 초록

이 연구에서는 1945년 해방직후인 미군정기부터 노무현정부까지 각 시대별 경찰정신을 더듬어보고 미래의 경찰정신을 전망해보는 데 연구의 의의를 두고자 한다. 경찰정신은 경찰사적으로 경무국시대, 경무부시대, 치안국시대, 치안본부시대, 경찰청시대에 따라 경찰정신도 다양하게 함양되었다고 할 수 있다. 경찰정신은 경찰의 임무를 수행함에 있어서 반드시 경찰관이 지녀야 할 마음가짐이나 자세를 의미한다고 볼 때 국가에 대한 호국정신, 국민에 대한 봉사정신, 사회에 대한 정의정신, 경찰조직에 대한 주인정신, 경찰관 자신에 대한 청렴정신을 포괄하는 의미로 사용될 수 있다. 시대별로 발양된 경찰정신은 경무국시대는 주인정신, 경무부시대는 주인정신과 봉사정신, 치안국시대는 주인정신과 호국정신, 치안본부시대는 주인정신과 호국정신, 경찰청시대는 주인정신과 봉사정신이 한층 더 발양되었다고 볼 수 있다. 여기서 일관되게 나타난 경찰정신은 주인정신이라고 할 수 있다. 즉 경찰의 역할, 조직, 제도가 경찰관의 직무만족과 국민들의 치안서비스 만족을 충족시켜 주지 못함은 물론 경찰의 주체의식이 결여되어 있으며 정치적 중립성이 확보되지 못하다는 것을 의미한다. 따라서 경찰본연의 임무를 수행하기 위해서는 확고한 주인정신을 가지고 수사권과 자치경찰제 등의 문제에 대하여 전향적으로 대응해야 할 것이다. 이와 더불어 앞으로는 경찰이 사회의 부조리를 일소하고 공정사회를 실현하기 위해서는 최근에 사회적 화두로 정의정신이, 국민에 대한 경찰서비스 만족도 향상을 위해서는 봉사정신이 한층 더 창발되어야 것이다. 따라서 경찰정신이 올바르게 확립되어야만 경찰조직의 응집력과 결속력이 강화됨은 물론, 대국민치안서비스의 만족도가 높아지고 경찰조직을 발전시키는 원동력이 될 것이라고 생각한다.

영문 초록

The significance of this study is to go over the police spirit by times from U.S Military Ruling period immediately after liberation in 1945 to Roh Moo-hyun's administration and to prospect the police spirit of the future. In terms of police history, the police spirit can be said to be cultivated variously in accordance with Police Affairs Bureau era, Police Affairs division era, Police Bureau era, Headquarters of National Police era, National Police Agency era. Considering the police spirit is mind-set or attitude that police officers should possess in carrying out the mission of the police, it can be used as meaning including patriotic spirit to the nation, service spirit to the people, justice spirit to the society, master mind to the police organization, integrity spirit to police officers themselves. The police spirit was enhanced by times and master mind can be seen to be more enhanced in Police Affairs Bureau era, master mind and service spirit in Police Affairs division era, master mind and patriotic spirit in Police Bureau era, master mind and patriotic spirit in the Headquarters of National Police era and master mind and service spirit in National Police Agency era. The police spirit consistently shown here can be said to be master mind. That is, it means that the role, organization, system of the police does not meet job satisfaction of police officers and public order service satisfaction of the people and the police lacks a sense of sovereignty and political neutrality is not secured. Therefore, to perform the police's true duties, they will need to proactively respond to the problems such as investigative authority and autonomous police system etc. with firm master mind. In addition to this, in order for the police to wipe out the absurdity of society and realize fair society, justice spirit should emerge as a recent social topic and service spirit should emerge more to improve the people's satisfaction for police service. Therefore, it is thought that only when the police spirit is established correctly, not only cohesion and solidarity of police organization are strengthened but satisfaction of public order and security service is heightened and it will be the driving force to develop the police organization.
