정보경찰 교육의 피이드백 시스템 확보방안

국문 초록

경찰교육은 크게 신임교육과 재직자교육으로 나뉘는데 정보경찰교육은 재직자교육에 해당한다. 재직자교육의 목적은 업무에 대한 정보와 지식의 취득과 업무능력의 항상이라고 할 수 있다. 따라서 업무능력의 향상이 교육의 효과를 평가하는 척도라고 할 수 있다. 정보경찰기능의 재직자에 대한 전문교육은 경찰종합학교에서 담당한다. 정보경찰교육 과정은 다섯 종류이다. 정보경찰의 중간관리층을 대상으로 하는 정보관리자과정, 주로 실무자들을 대상으로 하는 정보실무과정, 채증요원들을 주 대상으로 하는 정보채증과정, 정보서무요원이 대상인 기획정보과정, 마지막으로 신임정보경찰을 양성하는 정보요원양성과정 등이 그 것이다. 그런데 현행 정보경찰교육은 여러 가지 문제점을 안고 있어 교육의 피이드백 시스템 효과를 기대하기 어렵다. 문제점으로 우선, 과정별로 그 목적이나 운영방향 및 교과목 편성의 차별화가 부족하다. 또한 수료기준이 지나치게 형식적이다. 그리고 비정보경찰에게도 교육기회를 부여하여 전문교육이라는 본래의 의도를 퇴색시키고 있다. 따라서 일선현장, 교육, 일선현장의 교육효과의 피이드 백 시스템 (Feed Back System) 을 확보하려면 우선 과정별 교육목적을 분명히 정해야 한다. 둘째, 교육대상자를 정보경찰로 제한해야 한다. 셋째, 교과목의 조정이 있어야 하며, 넷째, 평가시스템을 개선해야하며, 다섯째, 재교육시스템을 구축해야 한다.

영문 초록

The police education is classified in new appointment education and reeducation. Intelligence police education it has the character of re-education. Objective of re-education as the improvement of find and business control ability of the knowledge against a business is a possibility of doing. Information police education is taking charge of mainly from National Police Academy. Intelligence police education is classified with five types. There are intelligence manager, information practical affairs, evidence collection, planning charge and new appointment education. Currently Intelligence police educations which are executed the difference is insufficient from objective, operation direction and subject organization. And it does not expect the efficient characteristic of education because the evaluation standard is low too much. The practical affairs, education and practical feed back system are maintained consequently to be respected, the problem of chain must be solved. First, the education objective does to be accurate The second, education must become accomplished only Intelligence police in the object. The regulation of third, subject does to become accomplished certainly. Fourth, it executes the record evaluation which is strict. Last it is to make the system which repeat executes an education. With this the fact that solving same subjects the place where it controls the business of Intelligence police effectively means will decrease a fine effect.
