경찰서 행정발전위원회의 운영실태 및 개선방안

국문 초록

현재 경찰서 행정발전위원회는 소극적 참여는 하되 감시가 부재한 위원회가 되고 있다. 그 이유는 위원회의 위원들이 경찰행정에 대하여 문외한인 경우가 대부분이기 때문으로 위원 구성시 과거의 경찰협력단체에 참여했던 사람들이 그대로 다시 위원으로 참여한다든지, 운영취지 자체의 몰이해 등으로 과거 경찰협력단체를 그대로 답습하고 있는 경우도 많다. 또한 경찰서행정발전위원회 회의에서 경찰서의 주요 추진업무 소개가 대부분을 차지하며 경찰서 홍보 차원의 업무 소개에 그치는 경우가 대부분이다. 또한 경찰서 행정발전위원회 운영과 관련하여 별도의 예산편성이 되어 있지 않아 최소한의 회의비라도 제공되어야 하나 오히려 움성적으로 월 1∼2만원 정도의 회비를 각출하고 있는 경우도 있다. 이러한 문제점들의 개선을 위해서는 위원 구성시 전문성을 제고하고 발전위원회 및 분과위원회 회의의 활성화를 기하고, 적합한 임무의 부여와 평가가 뒤따라야 하며 발전위원회 운영을 위한 운영예산이 확보되어야 한다.

영문 초록

The CADPS has participated in the administration passively. However, there is no supervision for this committee. The reason is that members of this committee do not have enough knowledge about police administration. When the committee's members are selected, the people, who were members of police-related organization at past, become again the committee member of CADPS. Occasionally, the members of the committee forget their original purpose. Thus, there is no significant difference from previous police-related organization. Additionally, during the conferences, much time was allotted to the presentation about core project of police station, which has been done for the purpose of publicity. Since there is no compilation of the budget for the CADPS, the member of CADPS donated an amount of 10,000 or 20,000 won for management, instead of receiving remuneration. To improve these problems, when the committee members are selected, the profession of members, as well as the sufficient budget for management, should be obtained. Additionally, the kindness and transparency of police admimistration is necessary.
