교대제 순찰근무의 특성과 근무방식 개선

국문 초록

순찰근무는 경찰활동의 중추이며, 순찰활동은 범죄자의 범행기회억제를 통해서 범죄예방에 기여하는 것이다. 범죄예방 순찰근무는 직무 특성상 24시간 수행된다. 교대제 근무는 경찰관에게 신체적ㆍ물리적ㆍ사회적ㆍ가정적 각종 장해를 초래할 수 있다. 각국 경찰들은 교대제 근무자들의 직무환경을 개선하기 위해서 4 내지 5교대제 방식을 채택하고 있으며, 치안수요를 반영한 경찰력 배치모델을 활용하고 있다. 미국ㆍ영국경찰의 경우는 파출소제도가 없으나, 독일ㆍ스위스ㆍ일본경찰의 경우, 지구경찰서와 파출소제도를 운영하고 있다. 이들 모든 국가의 경찰들은 주 40시간 미만의 근무를 수행하고 있다. 한편 한국경찰은 그 동안 수 차례 순찰근무 패턴과 조직을 고치면서 경찰관들의 근무환경을 개선해왔다. 이를 통해 현재 3교대제 근무를 정착시키고 있으나, 순찰경찰의 직무환경이 다른 나라와 비교해볼 때 여전히 열악한 실정이다. 최근 주 5일제, 40시간제가 논의되고 있는 가운데, 향후 순찰경찰의 근무여건이 획기적으로 개선되어야 할 것이다. 본 논문은 한국순찰경찰의 직무효과성ㆍ직무환경 개선ㆍ삶의 질을 도모하기 위하여 국제적 비교연구를 수행하였다.

영문 초록

Police patrol is the backbone of policing, and it plays also a important role in the crime deterrence and prevention. Because of its occupational distinction police patrol must be accomplished during 24 hours a day. Police work has been identified as being one of the most stressful of all occupations. Especially, the police shift system is able to bring about unexpected results for example, physical, psychological, social, or domestic hazards on officers. To reduce stress in police work, patrol services, in other words, 24 hour-shift system, most of the police organizations are willing to adopt 4 or 5-shift system. The police managers always try to post their officers according to the situation of public peace and order. In American and England there is no police-box system, but differently in the case of Germany, Switzerland and Japanese they employ police-box and sub-police station system also in police organization. Most of the officers in those countries usually work for less than 40 hours per week. On the other hand, the Korean police has many times tried to change police patrol patterns and reorganize to improve the working conditions from the past until now. Nowadays through these efforts, she could establish 3-shift system in patrol services, but the working condition of Korean patrol officers is very poor in comparison with the G-7 countries. Lately the matter of "40 hour-work per week" becomes very hot issue in Korea. In the future working condition of patrol officers should be improved according to 「The Labor Standard Law」. To promote the effectiveness of the preventive police patrol and quality of life, to improve the working condition of officers, this study is internationally and comparatively accomplished.
