국문 초록

일반시민들이 경찰에 대한 신뢰도를 형성하는데 있어서 논의 되는 설명 모델로 크게 두 가지가 서구 학계에서 다루어 졌다. 전통적인 시각은 도구적 시각의 경찰신뢰도 모형이고, 최근 영국에서 주장된 새로운 설명 모형은 표현적 시각인데, 이는 경찰에 대한 신뢰도는 범죄나 범죄피해 두려움에 대한 평가로 인한 것이 아니라 주민들이 느끼는 사회적 응집력, 비공식적 사회통제, 지역의 도덕수준 등의 표출이 경찰에 대한 신뢰도로 나타난다는 시각이다. 본 연구는 두 가지 시각 중에서 어떠한 설명이 경험적으로 더 잘 설명하는지 알아보는 연구이다. 본 연구에서는 한국형사정책연구원에서 수집한 2008 전국범죄피해조사자료를 사용하여 기존 연구에서 다루지 않았던 전 국민들을 대상으로 하여 경찰에 대한 신뢰도에 어떠한 시각이 보다 나은 설명 모형인지 알아보고자 하였다. 다중회귀분석 결과 표준화계수를 비교했을 때 표현적 시각의 요인들이 상대적으로 높은 값을 보여서 도구적 시각의 요인들 보다 경찰 신뢰도에 더 크게 영향을 주고 있음을 경험적으로 알 수 있었다. 이 결과를 바탕으로 경찰이 신뢰도 제고를 위해 취할 수 있는 정책적 제안을 제시하였다.

영문 초록

In the study of confidence in the police among general citizens, two distinct perspectives have been examined by Western police scholars. As a traditional perspective on the confidence in the police, the instrumental perspective explained that confidence in the police was mostly determined by citizens' perception on the crime such as the experience of crime victimization or fear of crime. That is, citizens ask accountability from the police regarding their performance on the crime control. Recently, English scholars argued that the confidence in the police might be better explained by the expressive perspective instead of the instrumental perspective. Expressive perspective said that confidence in the police among citizens would be influenced by evaluations of the community values such as social cohesion, informal social control, and community level of morality (level of disorder). Current study examined which perspective better explained empirically. Using 2008 Korean National Crime Victimization Survey data, this study examined the confidence in the police among South Korean people covering the entire nation. Multiple linear regression analysis reported that factors of expressive perspective exerted much stronger influences than the factors of instrumental perspective in the comparison of standardized coefficient. Based on the analysis result, the current study proposed the policy implication in order to improve the level of confidence in the police in South Korea.
