IMD와 WEF 교육경쟁력지수에 대한 비판적 검토

국문 초록

최근 글로벌 거버넌스가 보편화되면서 IMD와 WEF 교육경쟁력 지수의 영향력이 갈수록 커져가고 있다. 그러나 교육경쟁력을 구성하는 하위 지표체계가 타당성과 신뢰성을 충분히 확보하고 있는지에 대한 심도 깊은 논의 없이 그 결과만이 활용되고 있는 실정이다. 이에 본 연구는 세계 60개국을 대상으로 하는 IMD 및 WEF 국가경쟁력 평가 결과에서 나타난 각 국가의 교육경쟁력 지수와 하위 지표값들의 최근 4년간 시계열 자료를 추출하여 해당 교육경쟁력 지수의 타당도와 신뢰도를 비교ㆍ분석하였다. 분석 결과, IMD와 WEF는 지표의 구성면에서 경성자료와 연성자료의 비중이 다르고, 설문에 참여한 표본 CEO들의 수에 있어서도 차이가 났으며, 하나의 하위 지수로서 교육경쟁력지수를 구성하는 것이 반드시 해당 하위 지수의 타당성을 높이는 것은 아니지만 신뢰도에는 일정 부분 영향을 줄 수 있음이 확인되었다. 그러나 두 기관의 교육관련 지수들 모두 측정 지표들과 교육경쟁력 지수 간의 일치 정도를 나타내는 구성타당도 측면에서는 심각한 문제점을 안고 있었고, 이는 교육경쟁력 지수 구성체계가 종국적으로 측정하고자 하는 교육경쟁력을 제대로 측정하고 있지 못하는 것으로 판단할 수 있다. 분석결과를 토대로 교육경쟁력의 개념 및 이론적 틀의 재정립, 교육경쟁력과 관련된 경성자료의 타당성 여부 재검토, 경성자료를 활용할 경우 충분한 표본수 확보를 통한 타당도 제고, 현행 교육경쟁력 지수의 확대 해석 지양 등을 정책적 시사점으로 제시하였다.

영문 초록

As global governance has been more common, the IMD and the WEF educational competitiveness indexes (ECIs) have been more influential; however, it was not discussed well if how valid and reliable the sub-indexes are for assessing educational competitiveness of each country. Based on the problem, validity and reliability analyses of ECIs were executed using four years data (2010~2013) of sixty countries. The analyses reveal that the composition of the IMD and the WEF ECIs is different in terms of hard and soft data and sample size is also different between the two ECIs. Additionally, it is confirmed that index composition by only one sub-index does not always lead to high validity of the index, but might affect reliability level to some degree. However, regarding content validity, the both indexes have the serious problem that measured indexes do not reflect current educational competitiveness well. Finally, it means that the current composition of ECIs does not estimate the actual level of educational competitiveness. Based on the findings, this study make some suggestions for more effective utilization of the ECIs. Specifically, re-establishing concept and theoretical framework of educational competitiveness, re-examining the validity of hard data used in the two ECIs, securing sufficient sample size in collecting soft data, and sublating the fallacy of equating ECIs rankings with the level of educational competitiveness are suggested in this study.
