국문 초록

본 연구는 영국과 미국에서 노인을 위한 사례관리의 개발 이유, 개발 방법, 그리고 효과를 알아보고 전반적인 이슈와 우리에게 주는 시사점을 두 국가의 비교 관점에서 알아보고 위함이다. 국가간의 비교는 사례관리에 대한 이해가 단일국가의 사례보다 깊고 넓게 할 기회를 제공하지만 자료수집, 언어, 자료의 타당도 문제 등의 연구방법상의 문제가 대두되곤 한다. 사례관리의 도입과 개발에서 대두되는 주요한 이슈, 정책개발, 특징(목적, 사례관리자 자격, 케이스로드), 모델, 그리고 효과 등에서 많은 유사점과 상이점이 발견되었다. 두 국가에서 사례관리는 복지분야에서 혼합경제 케어를 활성화시키기 위하여 유사시장경제원리를 도입하기 위한 수단 중의 하나로 개발하였기 때문에 한국에서 사례관리의 개발을 시도할 때 혼합경제 케어의 중요성을 간과해서는 안될 것이다.

영문 초록

This study is to examine why and how care management has been being used in the UK and USA, and with what effects; and to find some issues and lessons from comparative perspectives on care management for elderly people between the UK and USA experience. International comparative studies with different characteristics offer the opportunity to gain a deeper and broader understanding of issues on care management than from a single country. There are many difficulties of conducting international comparative studies on care management such as methodological problems about what and how to compare and practical considerations concerning obtaining data and its reliability. The findings show that the scope of policy development, goals and models of care management are related to the providing service and funding system in community care for elderly people. Development of care management has been one of social strategies to introduce quasi-market principles in welfare sector. Thus, we should remember care management has been related in the so-called a mixed economy of care, when we try to development and implementation of care management in community care for elderly people in Korea.
