서울시 조정교부금제도의 문제점과 개선방안

국문 초록

최근 지방정부는 사회복지 수요를 충족시키기 위하여 충분한 자주재원을 확보할 필요가 있다. 그러나 현실적으로 충분하게 재원을 확보하지 못하고 있다. 이와 관련하여 서울시는 기본적인 재정수요와 일정정도의 행정수준을 충족시키기 위해 지방재정조정제도를 운영하고 있다. 서울시 지방재정조정제도의 문제점으로 첫째, 부동산경기가 하락한 시점의 취득세를 기준으로 조정교부금 교부비율을 산정함에 따라 산정기준의 합리성이 부족했다는 문제점이 지적되고 있다. 둘째, 순세계잉여금, 임시적세외수입 등이 기준재정수입액 산정에 포함됨으로써 기준재정수입액이 과다하게 산정되는 문제점 등이 나타나고 있다. 본 논문은 자치구의 실질적인 재정력 확충과 재정력 격차를 해소하기 위한 조정교부금제도의 개선방안을 제안하였다. 첫째, 합리적인 산정기준에 의한 교부비율로 보통세의 23%, 24%, 27%를 제시하였다. 둘째, 기준재정수입액 산정시 임시적 세외수입과 순세계잉여금을 제외하는 방안을 제시하였다. 분석한 결과, 교부비율 및 기준재정수입액 산정방안 모두 현행보다 자치구의 재정격차가 완화됨을 확인할 수 있었다. 다만, 실제 조정교부금은 합리성, 형평성과 함께 서울시와 자치구의 사무배분, 재정상황을 고려하여 배분될 것이다.

영문 초록

Recently, it has been discussed that it is necessary to secure sufficient independent resources to carry out financial demand of social welfare in Korean local government. However reality is not the case yet. In this regard, the metropolitan cities have established the system of adjustment grants in order to supplement basic financial shortage and secure a certain level of administration. However, there remain following problems : First, since adjustment grants were calculated on only one year basis(2011) when the revenue from the acquisition tax decreased dramatically with the recession in the real estate market, thus resulting in improper allocation of adjustment grants. Second, Since positive fund balance and temporary non-tax-revenue can be appropriated doubly after calculated previous fiscal year, eventually, adjustment grants will be excessively calculated. Based on study findings, the investigator presented following improvement strategies to promote fiscal balance effect for current adjustment grant system in Seoul City: First of all, this paper recommends a new adjustment grants which includes grant ratio 23%, 24%, 27%. Moreover. Second, when calculating standard financial revenue, after positive fund balance and temporary non-tax-revenue be excluded, fiscal balance effect was advanced. But adjustment grants will be allocated considering rationality and equality, financial condition and office assignment between seoul city and autonomy district.
