국문 초록

본 연구는 균형성과표(BSC : Balanced Scorecard) 기법의 공공부문에의 적용논리를 개관하면서, 이를 토대로 국방부문에의 성과관리제도 도입에 따른 성공요인을 분석하고자 하였다. 연구 목적에 따라 연구모형을 설정하고, 국방부 소속기관 및 직할기관(부대) 구성원들의 인식을 중심으로 조사연구를 실시하였다. 연구모형은 성과관리 성과(도입성과, 만족도)를 종속변수로, 환류체계, 조직구조, 조직역량, 제도운영, 구성원의 역량을 독립변수로 각각 설정하였으며, 상호간의 인과관계를 통계적으로 분석하였다. 분석 결과, 성과관리제도의 도입성과에는 조직구조, 제도운영, 구성원의 역량 등이, 만족도에는 환류체계, 조직역량, 제도운영, 구성원의 역량 등이 영향을 미치는 것으로 나타났다. 또한, 논의 결과를 기초로 국방부문 성과관리제도를 정착시키는 데 필요한 다양한 정책적 함의를 모색하였다.

영문 초록

The purposes of this study are, firstly, to overview the BSC(Balanced Scorecard) techniques, concepts, key components, and the logic of applies the public sector; secondly, to analyse the success factors for the Department of Defense Agencies performance management system. To accomplish these purposes, the analytic model of this research is set up, and applies to the members of belonging to the Department of defense agencies. The principal variables which is concretely used in analysis, that is to say, feedback system, organizational structure, operational and organizational capability, institutional operation, and member's capability, is selected as one of the independent variable. Also the application of the effective aspect of performance factors(introduced performance, satisfaction) as the dependent variables is selected. As a result, organizational structure, institutional operation, and member's capability influence to introduced performance system. As well as, feedback system, organizational capability, institutional operation, and member's capability influence to satisfaction of the performance management system. Besides, according to the result of this research offers the suggestion of policies for taking root Department of Defense Agencies' performance management system.
