국문 초록

본 연구는 광양항 컨테이너터미널 1일 정전 시 운영손실비용을 추정한 것으로 정전으로 인한 피해비용을 피해 주체별로 구분하여 추정하였다. 먼저, 선사의 경우 체선이 발생하여 본선용선대기료가 발생할 수 있으므로 1일 컨테이너용선료를 기준으로 추정피해액을 산출하였다. 화주의 경우는 화물의 반출 및 반입이 지체되는 현상이 발생될 수 있으므로 이에 대한 체화료를 선행연구 등을 통해 추정하였다. 하역사 및 항만서비스사, 운송사의 경우는 광양항 컨테이너화물 처리량과 컨테이너선박 입출항 실적과 항만시설사용 및 항만운송사업 업무편람에서 연구된 단가 등을 일할계산하여 피해액을 산출하였다. 여수광양항만공사의 경우는 해양수산부 고시인 「무역항의 항만시설 사용 및 사용료에 관한 규정」에 따라 현재 부과하고 있는 항만시설전용사용료를 일할계산하여 추정하였다. 분석결과 광양항 컨테이너터미널 1일 정전 시 손실비용은 약 16억원의 손실이 발생될 것으로 추정되었다.

영문 초록

Purpose : This study aimed at the evaluation and analysis of the cost of power outage in Gwangyang container terminal. We will approach with perspective an opportunity costs. Research design, data, methodology : To accomplish its aim, firstly, we analyzed following subjects under the situation of the power outage; demurrage, stevedorage, towage, pilotage, incidental expense. Secondly, we used a direct visit interview to determine evaluation and analysis at the port-related companies. Results : According to analysis, this paper presents the results of an evaluation and analysis of power outage’s cost in container terminal by Gwangyang port users such as terminal operators, shipping companies, shippers, port services companies. Shipping companies incur a demurrage about KRW70million, shippers will have some loss about KRW525million, terminal operators make a loss about KRW132million, port service companies, including pilot, shuttle, tugboat and etc., suffer a loss about KRW845million. Conclusions : This paper provides some information that the opportunity costs will be incurred as it was happened to power outage. The total costs are KRW1.6billion. Consequently, the port-related companies should be prepared for their opportunity costs in risk management system(RMS).
