노인의 소득창출을 위한 직업능력개발에 관한 연구

국문 초록

기존의 본 연구는 우리나라 노인의 소득창출을 위한 직업능력개발방안을 제시하는 것을 목적으로 하였다. 서울, 경기 충청지역의 만 60세에서 만 85세 노인 255명을 대상으로 면접조사를 실시한 결과는 다음과 같다. 첫째, 조사대상 노인들 중 4/5가 취업을 희망했고, 희망하는 취업형태를 세분화 해 볼때 응답자의 절대 다수인 44%가 단순경제형의 일자리를 원했으나, 남성노인이나 교육수준이 높은 경우에는 전문성취형, 전문경제형에 대한 욕구도 높게 나타났다. 둘째, 직업능력보유정도에 있어서 노인들은 스스로 취업관련 능력을 일부 보유하고 있다고 평가하였고, 상대적으로 충분치 못하다고 응답한 영역은 리더십, 자산관리능력, 경영능력, 정보수집관리능력인 것으로 나타났다. 특히 단순경제형의 일자리를 원하는 노인의 경우 직업능력의 보유정도가 낮은 것으로 분석되었다 셋째, 노인들이 이용한 노인 취업프로그램의 권리보장수준을 UN이 정한 노인의 권리보장원칙에 입각하여 분석한 결과 전체적으로 노인권리보장수준의 만족도가 낮은 것으로 분석되었다. 넷째는 취업관련 프로그램에 참여하는 노인들이 노인권리 보장 영역에서 가장 높게 보장받는 것으로 인식하는 영역은 자부심 영역으로, 가장 낮은 영역은 자립심 영역으로 나타났다. 따라서 그동안의 취업알선 정도의 수준을 넘어 향후 노인의 취업욕구에 따른 다양한 직업능력개발 프로그램이 개발되고 제공되어야 할 것이다. 또한 노인취업정책 및 직업능력개발프로그램에 따라 노인들의 권리 측면에서의 재평가가 필요하며 이러한 내용이 노인의 직업능력개발을 위한 프로그램에 반영되어 노인들에게 맞춤형의 직업능력개발 프로그램이 개발되어야 할 것이다.

영문 초록

The purpose of this study is to lay out plans for developing elderly's capacity for earning income. The result from personal interviews with 225 seniors aged from 60-85 is as follows. First, four fifths of the subjects of this research expected to be employed, 44% of which want employment for a simply economic purpose, 21.5% for a professional accomplishment purpose, 17.5% for a simple accomplishment purpose and 17% for a professionally economic purpose. Second, the subjects assessed themselves to have a comparatively high level of capacity in daily life, drug control, human relationship, emotion control and health management, but a comparatively low level of capacity in recognition, leadership, management of assets, business administration and information management. Third, on the basis of the analysis of the level of the seniors' right as presented in the 1991 UN Principles for Seniors(independence, participation, care, self-fulfillment and dignity), satisfaction level of community services for senior employment proved to be low. More than 81% of the subjects answered negatively on the questions about non-governmental as well as governmental security for the seniors' right. Fourth, as for the level of seniors' right security, the subjects evaluated that dignity designated as self-esteem has the highest score while independence designated as self-reliance has the lowest score, which means that our society respects the elderly but does not see them independent or self-reliant. Therefore, it is required to reassess the programs for developing the seniors' capacity for earning income as well as the policies for the employment of the elderly. What is required in the future is to develop and furnish tailored programs in accordance with the desire and the capacity of the elderly for employment. For the elderly who expect to earn income through socially meaningful works, the opportunities for being employed in 'social jobs' should be more actively offered.
