지역격차 문제의 인식 지형과 변화의 전망

국문 초록

본 논문은 한국에서도 경제ㆍ사회 구조의 변화와 더불어 지역격차 인식의 지형이 지속적인 변화의 과정에 있다는 것을 지역격차에 대한 의식 조사 분석을 근거로 제시하였다. 한국사회에서 지역격차 인식의 지형은 도시와 농촌, 영남과 호남, 수도권과 비수도권 등 다양한 현실적 격차 요인들의 부침과 더불어 지속적인 재편과 사회적 재구성을 경험하고 있다. 70년대까지 도시와 농촌의 급격한 격차가 주된 균열축이었다면, 80년대와 90년대는 영호남 격차가 부각되었고, 최근에는 수도권과 비수도권 격차가 새로운 지역 균열의 축으로 전면에 등장하였다. 지역격차에 대한 인식의 변화는 또한 사람들이 어디에 사는가, 그리고 어디로 이동하는가에 따라서도 큰 변화를 보일 수 있는데, 최근 한국사회에서는 비수도권 정주민과 비수도권으로의 이주민 집단에서 지역격차에 대한 상대적 박탈감이 두드러지게 상승하는 것을 볼 수 있다. 다른 한편 비수도권이면서 농촌지역으로 이중의 불이익에 직면하고 있는 중층적, 복합적 낙후지역의 문제 또한 지역 균열 문제를 악화시키는 요인이 될 수 있다는 점도 본 연구를 통해 지적하였다. 한국사회에서 공간이 사람에게 미치는 정치, 사회 균열과 불균형을 완화하기 위해서는 정치 제도와 생활 여건 격차 해소가 관건이 될 것으로 보이며, 이러한 문제들을 극복하기 위한 노력이 요구된다.

영문 초록

This paper is a trial to understand the changes of people's perception on the regional inequalities. Based on the result of national opinion survey, we could identify perceptions of regional fractures are embracing multi-dimension layers depending on the changing social, economic, and political fluctuations. People's perceptions on the relative deprivations among regions have undergone with ups and downs of social fault lines reflecting changing differences among regions such as urban vs rural, capital vs non capitan, and Youngnam vs Honam fault lines. During the 70's, the growing differences between urban and rural dimensions dominated people's minds, while in the '80s until '90s Youngnam vs Honam overwhelmed our consciousness. The most recent decade has been inundated with conflicts erupting from the capital vs non capital areas. People's perceptions may be significantly influenced by their spacial choices on where they should live. Recently, people stayed in regions and those moved from capital to regional area are feeling more deprivation than other groups. Those people residing in non-capital and rural areas are the most disadvantaged people who may have to take the double burdens of regional disadvantages. In order to alleviate and overcome regional fractures in Korean society, we may have to take serious reform measures in political institutions and introduce policy options focusing on the fast improvement of living conditions for the people keeping their regions despite unwilling misfortunes.
