국문 초록

본 연구는 최근 인구의 고령화와 정년연장에 따라 사회적 이슈가 되고 있는 중장년층 인력에 대한 효과적인 활용을 위해 어떻게 그들에게 적합한 직무가 개발되고 있는지를 분석하고자 하였다. 이를 위해 본 연구는 정년연장 환경 속에서 근속기간이 길어질수록 임금이 높아지는 임금체계를 가진 은행업을 대상으로 중장년층 적합 직무 개발이 어떻게 이루어지는지를 살펴보았다. 은행업은 제조업과 달리 노동력의 중고령화에도 불구하고 상대적으로 생산성 저하가 덜하고, 전문성과 업무 경험의 중요성이 강조되는 업종이다. 은행업의 사용자와 노동조합은 그들 업종의 특성을 고려하여 제조업과 다른 독특한 방식의 중장년층 적합 직무를 개발하였다. 국민ㆍ기업ㆍ신한은행 등 주요 시중은행에 대한 사례연구 결과, 중장년층 직무개발은 주로 Job digest형(직무축소형), Job combination형(직무결합형), Job de-empowerment형(직무책임제거형) 등 세 가지 방식으로 이루어지고 있음을 발견하였다. 이러한 세 가지 유형은 직무개발 유형화 연구에서 제시한 기업 성장기에 나타나는 분열, 조각모으기, 분리 방식과 유사하였다. 사례 은행들은 서로 다른 임금피크제 상황을 고려하여 이들 유형의 방식에 따라 다양한 중장년층 적합 직무를 개발하였다. 따라서 향후 은행업 중장년층 적합 직무는 해당 기업과 선택된 직무의 특성을 반영하여 세 유형의 방식을 적용하여 개발될 것으로 보인다. 본 연구 결과는 제조업의 경우 노동시간을 단축하는 방식으로 중장년층 적합 직무가 개발되는 데 비해 서비스업에서는 다른 방식으로 개발될 수 있음을 시사한다. 이러한 점에서 본 연구는 향후 정년연장에 따른 중장년층 적합 직무를 개발할 때 정부나 학계 모두 업종과 기업의 특성을 고려하여 직무를 설계하고 개발해야 한다는 점을 지적하고자 한다.

영문 초록

This study tried to analyze how unions and employers in the Korean banking industry have developed the appropriate jobs for the middle-aged and the aged while the extending of retirement age and the aging of population recently have become important social issues. The existing research tried to derive general principles of the appropriate job development of the middle-aged and the aged regardless of industry and company. But, this study examined how job development of the middle-aged and the aged have been made in a certain industry, the banking industry which has a particular wage system that the longer the tenure, the higher the wage. The banking industry is characterized to have productivity not greatly affected by aging labor force and to have labor force with high expertise and knowledge compared to the manufacturing industry. Unions and employers in the banking industry have formulated the unique ways of developing jobs for the middle-aged and the aged. The result of case study on the major commercial banks such as Kookmin Bank, Industrial Bank of Korea, and Shinhan Bank etc found three different types of ways: Job digest type, Job combination type, and Job de-empowerment type. These three types were similar to those of uncoupling, unstacking, and segmenting that have been presented in the typologic research on job development during company growth. Each bank of case study has followed the three types in spite of their different wage-peak systems and managerial conditions. Therefore, we could predict that the appropriate jobs for the middle-aged and the aged will be developed according to the three types found in the case of the banking industry. In particular, the results of this study suggests that the appropriate job development of the middle- aged and the aged in service industry differs from the case of the manufacturing industry which develops jobs for the middle-aged and the aged by reducing working-time and labor intensity. In this regard, this study indicates that the government and the academic community must take into account the characteristics of industry and company when they deal with developing appropriate jobs for the middle-aged and the aged.
