국문 초록

근래 미디어에서 빈번히 공개되는 중범죄 소식으로 알 수 있듯 범죄의 양상은 더욱 지능화되고 흉포화되고 있다. 이는 도시범죄 발생에 대한 도시민의 공포나 두려움을 증가시켜, 결국 도시공간의 삶의 질을 저해하는 요소가 된다. 또한 도시 거주자의 주거불안과 상호불신을 조장하며, 피해자에게는 정신적, 물리적 고통을 준다는 점에서 사회 병리학적 차원의 문제를 유발한다. 이러한 추세에 따라 최근 이슈로 떠오르는 개념이 범죄에 취약한 공간적 요소를 최소화하고 자연적 감시를 증진시키기 위한 "환경설계를 통한 범죄예방(Crime Prevention Through Environmental Design, 이하 CPTED)" 개념이다. 따라서 이 연구는 최근 들어 급증하고 있는 도시범죄를 예방하기 위해 CPTED의 활용방안을 제시하는 것이 주된 목적이다. 도시 범죄와 CPTED 관련 이론을 기반으로 도시범죄 발생요인을 분석하였으며, CPTED의 중요 요소를 도출하는 한편 국내외 사례를 참조하여 세부적인 계획방향을 제시하였다. 아울러 향후 CPTED의 제도화 방안 모색시 필요한 원칙과 세부 정책과제를 제언하였다. 우선 첫째로 절차적 합리성이 요구된다. 두 번째로 CPTED의 계획과 관리가 정착하기 위해 선결되어야 할 기반중 하나는 모니터링체제의 구축이다. 세 번째로 범죄예방의 목표치는 규범적으로 접근하여 설정할 수도 있으나, 범죄발생요인 분석 등을 통한 과학적인 방법이 필요하다. 다음으로 CPTED 관련 자체적인 조례 혹은 지침을 개발과 CPTED에 주민참여를 확대 강화할 수 있는 다양한 방법들이 강구되어야 성공적인 CPTED 정착이 가능할 것으로 판단된다.

영문 초록

This research aims to consider various methods needed to construct a safe city environment free from crimes, to which people is recently paying growing attention, and especially to suggest policies applicable to innovation cities whose construction is being encouraged these days. CPTED may be understood as part of comprehensive crime prevention strategies and can achieve their intended goals only if they are in concert with national crime prevention policies and local development plans. Now, the following are several limits and problems expected in the future when the theories of CPTED will be introduced and promoted in Korea. Firstly, investigations have been made into the existing views of CPTED, which are possessed by the police and the local residents, who are the subjects of the operation of CPTED. Secondly, a consideration has been made of a relevant budget, which may be another important factor for introducing and applying CPTED. A fundamental reason for preparing a poor budget was not legal support systems but the appropriate organizations' lack of awareness and will to prepare and execute a good budget. Thirdly, legal support shall give a strong impetus to efficient introduction of CPTED. Lastly, there are many limits and problems to legal and institutional supports. Currently, we have no institutional support, which is needed for systematically and efficiently introducing and applying CPTED.
