국문 초록

오늘날 대학교육이 국가경쟁력을 결정하는 가장 중요한 요소로 인식됨에 따라 세계 각 국에서는 대학의 질 관리를 위한 수단으로 대학에 대한 평가 및 평가인정 활동을 강화하고 있다. 본 연구는 외국의 대학평가와 우리나라 대학평가인정제의 평가체제를 비교 분석한 연구로 국가별로 다양하게 실시되고 있는 대학평가의 평가체제에 대한 이해를 통하여, 현재 우리나라에서 실시되고 있는 대학평가인정제에 대한 시사점을 얻기 위한 목적으로 이루어졌다. 대학평가체제는 평가주체, 평가목적, 평가대상, 평가기준, 평가방법, 평가결과의 활용 등으로 구성되며, 각 국의 대학평가는 대학정책의 방향과 평가목적에 따라 평가방법이 달라지는 경향이 있었다. 그러나 전체적으로 볼 때 몇 가지 공통적인 요소들을 발견할 수 있었다. 첫째 고등교육의 질을 평가하기 위하여 전문적인 평가기구를 운영하고 있다는 점 , 둘째 , 대학교육의 질 향상을 그 목적으로 하고 있다는 점, 셋째, 대학의 자체평가를 중시하고 있다는 점, 넷째, 외부전문가가 현지방문평가를 수행하고 있다는 점, 다섯째, 평가결과는 대학에 신속ㆍ정확하게 보고된다는 점 등이다. 본 연구결과를 통해서 볼 때 대학평가의 전문성 확보를 위해 우리나라에서도 대학평가를 전담하는 전문적인 평가기구의 설립을 추진할 필요가 있음을 제안하고자 한다.

영문 초록

This study was designed to compare and analyze the evaluation system of academic organization evaluation between Korea and foreign countries. A university[college] education is the most important factor to decide on the national competitiveness. So various countries are strengthening evaluation about higher education to manage quality of university. This study was purposed to understand the evaluation system of academic organization evaluation and to acquire suggestion on the institutional accreditation. Evaluation system consist of evaluation subjects, evaluation purposes, evaluation standards, evaluation method and evaluation result utilization. To accomplish this purpose, the study compared the evaluation system of the United States of America, England, Japan, and Korea. An academic evaluation of each nation was according to evaluation purposes and direction of academic policy. However, there were some common factors on the whole. The common elements of the evaluation system are as follows: First, all countries(America, England, Japan) operate the independent assessment organization to evaluate quality of higher education. Second, the purpose of an academic evaluation is to manage quality of higher education. Third, each countries(America, England, Japan) take self-evaluation of University[college] seriously. Fourth, external expert execute on-site evaluation. Finally, evaluation results is reported to University[college] quickly and accurately. The research suggest that it is necessary to establish the independent assessment organization to assure the specialization and to conduct proper and fair college evaluations.
