국문 초록

최근에 점점 증가하고 있는 아동ㆍ청소년 성폭력범죄에 효과적으로 대응하기 위해서는, 기존의 중앙정부 차원의 처벌 위주 접근법에서 벗어나 지역사회 차원에서 접근하는 근본적이고, 효과적인 방안들을 모색할 필요가 있다. 이를 위해, 첫째 수직적ㆍ수평적 네트워크를 내실화하기 위해서 참여기관들 간에 핫라인을 구축하고, 참여기관별 역할을 명확히 하며, 민간영역의 적극적 참여를 유도하고, 정보 인프라를 구축할 필요가 있다. 둘째, 가정의 경우 성폭력 피해발생시 적극적으로 신고하고, 자녀가 위험시간에 혼자 있는 시간을 최소화할 수 있어야 한다. 셋째, 학교의 경우 성폭력 피해실태를 정기적으로 조사하고, 내실 있는 성폭력 예방교육을 실시하며, 성폭력 예방 문화행사를 개최하여야 한다. 넷째, 경찰의 경우 자율방범대를 적극적으로 활용하여 우범시간대 우범지역 순찰을 강화하고, 성폭력 재범 우려가 있는 전과자를 집중적으로 관리하고, 아동안전 지킴이 집에 대한 지원을 확대하고, 경찰과 보호관찰간에 정보협력을 강화하여야 한다. 다섯째, 지방자치단체의 경우 아동 성폭력 예방 조례를 제정하고, 지역아동센터 등에 대한 지원을 확대하며, 안전도시사업과 연계하여 예방대책을 마련하며, 20대 이하 무직인 전과자에 대한 직업교육을 활성화하여야 한다. 마지막으로, 언론매체 및 종교단체의 적극적인 참여를 이끌어야 한다.

영문 초록

Sexual violence against children and juveniles is the crime that affects both victims and their parents seriously. In Korea, sexual violence against children and juveniles has risen since 2007. To prevent sexual violence against children and juveniles, this paper applies community policing, problem-oriented policing, and communitybased crime prevention as basic theories. Especially, community, school authority, police, and municipal government must establish the comprehensive countermeasures together. First, horizontal and vertical network must be established substantially. Hot line must be formed among police, school authority, municipal government, establish clear-cut lines of authority and responsibility among each institutions, participate the private sector actively, and information infra needs to be instituted to send the informations related to crime. Second, the parents at individual home must report to the related institutes instantly if their children is victimized, and minimize the time when the children remain alone. Third, school authority must survey the realities of victim periodically, enforce the preventive education about sexual violence thoroughly, and hold the festival for preventing sexual violence. Fourth, police must make the good use of the crime prevention corps compose of citizens, and support the business for protecting the children positively. Fifth, municipal government must enact the ordinance for preventing the sexual violence on children and juveniles, support the region children centers in regard to operation, connect to Safe Community Project, and facilitate the career training for the offenders in twenties. Finally, We must obtain the positive partnership with news media and the religion institutes. The above community crime prevention strategies will prevent the sexual violence against children and juvenile effectively, improve the membership, intimacy, unity of community citizens, and provide both community and citizens with the crime prevention skills.
