탈냉전기 북한 반미주의의 유형과 특징 연구

국문 초록

카첸스타인과 코헤인(Katzenstein and Keohane)의 반미주의 분류 기준을 북한에 적용하면 북한의 반미주의는 ‘급진적(radical) 반미주의’에 속한다. 북한은 자신을 미국과 동일시(identification)하지 않을뿐 아니라 미국을 두려워하기 때문이다. ‘급진적 반미주의’를 다시 ‘잠재적인 급진적 반미주의’와 ‘동원된 급진적 반미주의’로 나누면 북한의 반미주의는 후자로 볼 수 있다. ‘동원된’ 급진적 반미주의는 미국과 동일시하지 않는 정도와 미국을 두려워하는 정도가 공히-특히 후자가-매우 강한 경우를 말한다. 북한 반미주의의 특징은 세계 반미주의의 원인 다섯 가지(국제정치 구조, 미국의 군사력 사용, 정체성 충돌, 국내정치 리더십, 언론과 대중문화)를 북한에 적용함으로써 도출할 수 있다. 북한 반미주의의 특징은 첫째, 탈냉전 후 미국이 유일 초강대국으로 지배하는 국제정치 구조 속에서 폐쇄적 자주 이데올로기로 나타난다. 둘째, 미국이 북한핵문제와 관련하여 대북강경정책을 추구하는 상황에서 북한은 미국과 남한에 대한 도발과 평화공세, 그리고 대결과 실리추구의 이중성을 드러낸다. 셋째, 북한은 세계화시대를 맞아 자본주의 시장경제와 자유민주주의라고 하는 미국의 정체성과 충돌하면서 반자본주의, 즉 우리식 사회주의를 기치로 내걸고 있다. 넷째, 북한의 국내정치 리더십은 공산주의 몰락 이후 새로운 정당성 기제로서 민족주의(우리민족 제일주의)를 더욱 강화하고 있다. 다섯째, 북한의 언론과 대중문화는 주민 세뇌와 동원을 위한 왜곡과 날조를 일삼는다. 한국과 미국은 이와 같은 북한 반미주의의 유형과 특징을 항상 염두에 두면서 북한 핵문제를 비롯한 제반 현안에 대처해 나가야 한다. 특히 반미주의가 북한의 체제유지를 위한 핵심이념으로 작동하는 한, 북한의 대외적인 유화 제스처나 개혁개방의 움직임은 언제나 근본적 한계를 지닌 것임을 정확히 인식할 필요가 있다.

영문 초록

According to Katzenstein and Keohane, North Korean anti-Americanism can be defined as a mobilized radical anti-Americanism. Because North Korea does not identify itself with the United States at all, and it also greatly fears the United States. The politico-ideological characteristics of North Korean anti-Americanism can be defined by applying to North Korea the five main sources of anti-Americanism around the world: international politics structure; U.S. military intervention in world politics; the clash of identity; domestic politics leadership; and mass media and culture. First, North Korean anti-Americanism represents itself as a closed self-reliance ideology. Second, anti-Americanism of North Korea has two faces of its continuous confrontation with U.S. and South Korea and its bold-faced pursuit of practical interests. Third, North Korean anti-Americanism wears the costume of anti-capitalism, or the so-called North Korean-style socialism. Fourth, North Korean anti-Americanism is made into our-nation-firstism as a political regime legitimation mechanism. Fifth, North Korean anti-Americanism was shaped and is being kept by distorting and fabricating history and reality. Therefore, keeping in mind these politico-ideological characteristics of North Korean anti-Americanism, South Korea and the U.S. have to deal with the current issues such as North Korean nuclear program.
