국문 초록

독일의 외국인하면 흔히 터키인이 연상된다. 이유는 많겠지만, 터키인이 외국인 중 가장 많을 뿐 아니라, 독일과 유럽에서 긍정적이기보다는 부정적인 이미지와 결부되어 있는 이슬람이나 무슬림이란 단어와 관련이 있기 때문일 것이다. 이슬람권 출신 이주자는 오늘날 유럽의 이주 문제에서 중심 주제이며, 이주로 인한 문화갈등이나 이주자의 통합 문제와 관련해 끊임없이 관심과 논란을 불러일으키는 대상이기도 하다. 이러한 상황에서 최근 독일에서는 이슬람 이주민에 대한 통합 논의가 다른 문화권 이주민과의 비교를 통한 비판으로 변화하고 있다. 베트남과 인도 출신 이주자가 모범적인 통합 사례로 부각되고 있다. 구체적으로는 두 집단의 높은 교육열이 긍정적으로 평가되며, 교육을 통합의 주요 수단으로 간주하는 경향이 대두하고 있다. 2010년 독일 언론을 뜨겁게 달군 ‘자라친 논쟁(Sarrazin-Debatte)’은 이러한 분위기를 확산시키는데 중요한 역할을 했다. 이 글에서는 이주에 관한 최근의 논의에서 부각되고 있는 독일과 베를린의 베트남 이주자 집단을 살펴보았다. 이들이 독일에 정착하는 과정과 이주민으로서의 일상적 삶을 관찰했다. 이와 함께 주류 사회의 일각으로부터 통합의 모델로 제시되는 이들의 높은 교육열을 논했다. 이와 관련해 베트남 이주자를 모범적인 이주의 사례로 내세우며 이슬람 출신 이주자를 비난하는 자라친 논쟁을 다루었다. 논쟁의 내용을 살펴보았고, 이를 비판적으로 평가했다. 베트남 이주자의 교육을 통한 통합전략을 성공적이라고 평가할 수 있는지에 대해서는 다양하고 상반된 견해가 존재할 수 있다. 그럼에도 불구하고 기존의 논의가 주로 갈등에 초점을 맞추고 현실성을 결여한 채 당위성을 주로 강조하는 일면성을 드러냈다는 점에서, 새로운 논의는 나름의 의미를 갖는다.

영문 초록

The Turks in Germany are often regarded as representatives of foreigners. When it comes to foreigners in Germany, one often thinks of Turks. There are indeed many reasons. But it is even more important than other reasons, that the Turks are numerically important immigrant group, and that they are connected with terms such as Islam and Muslims considered all over the rather as an negative image than positive in Germany and Europe. Muslim immigrants have become a central issue in the matter of migration that constantly provoke interests and controversies due to cultural conflicts and problems related to the integration. Under these circumstances, the recent debates on integration of Muslim immigrants are led to their comparison with the non-Muslim milieu of immigrants. Immigrants from Vietnam and India are considered as a pattern-like example. The two groups are evaluated positively with their great interest in children education, and education is seen as the useful means of integration. An important role in the dissemination of the atmosphere played Sarrazin debate that has been hotly debated in the German media in 2010. This article makes a brief overview of Vietnamese migrants in Germany and Berlin, who deserves great attention from the recent migration debates. Both their immigration process as well as everyday life fall into the view field. In addition, the plea of the German society as a model of integration of parenting Vietnamensen is treated. In this context, the article also focuses on Sarrazin who criticized Turks as a bad integration example sharp, on the contrary praised Vietnamese. Here is important, what Sarrazin claimed, and then what not acceptable to him is.
