효과적인 공공 서비스의 제공방안

국문 초록

연구목적: 최근의 각 지방자치단체에서는 공공 서비스의 효과성 및 효율성을 높이기 위한 시도가 매우 빈번히 시도되고 있다. 이러한 측면에서 서비스 품질의 각 속성에 대한 이해가 필요하다. 이에 따라 본 연구에서는 공공 서비스에서 어떤 서비스 품질의 속성을 강화해야 하는 지를 파악하기 위해 진행되었다. 연구설계 및 방법론: 본 연구는 주민센터의 문화 프로그램을 이용하는 주민을 대상으로 연구를 진행하였다. 총 수집된 설문지는 182부이며, 이중에서 불성실하게 응답한 14부를 제외한 168부를 대상으로 분석자료로 이용하였다. 분석 및 연구 결과: 공공서비스의 신뢰성,반응성,보장성, 공감성 요인은 만족 및 신뢰에 긍정적인 영향을 미쳤다. 그러나 유형성은 만족에만 긍정적인 영향을 미쳤다. 만족과 신뢰 및 이용의도, 신뢰와 이용의도는 모든 긍정적인 관계로 나타났다. 시사점 및 연구의 한계점: 공공 서비스의 품질을 보다 구체화하여 주민 만족 및 신뢰 그리고 이용의도를 파악하였다는 점에서 연구의 시사점이 있다. 그러나공공 서비스를 주민센터의 포괄적 서비스가 아닌 문화프로그램에 한정하여 연구를 진행하였다는 점은 결과의 일반화를 낮출 수 있다. 향후 연구방향: 포괄적인 공공 서비스의 품질을 다룰 수 있는 영역을 찾고, 응답자를 보다 세분화하여 모델을 검증한다변 보다 전략적인 시사점을 줄 수 있으리라 생각한다. 공헌점: 본 연구는 행정을 공공 서비스의 개념으로 접근하여 주민과의 밀착도를 높일 수 있는 방안을 제시했다.

영문 초록

Purpose: In recent years, many local autonomous entities have frequently tried to increase the effectiveness and efficiency of public service. In line with this perspective, we need to understand each attributes of service quality. So, this study has been conducted to figure out which attributes should be reinforced in the quality of service of public service Design/methodology/approach: The sampling frame of this study was for those who had participated in the culture program of an inhabitant center. After the authors gathered a total number of 182 responses, we analyzed 168 data, excluding 14 untrustworthy responses. Results/findings: Service reliability, responsiveness, guarantee and empathy factors had a positive effect on satisfaction and trust. But the service tangibility positively affected only satisfaction. The construct of satisfaction and trust is positively related with the intention to use. Research implications/limitations: The theoretical implication of this research is that we investigated the relationships between inhabitants' satisfaction, trust and intention to use, by making a more concrete study of public service quality. But there are some pitfalls in our study. Research on the culture program provided by the inhabitant center, as well as research on the overall service provided by the inhabitant center, can also limit the generalizations of our study results. Future work/research: Researchers should find out another study domain, including overall public service quality, and should test the research model based on more detailed segmentations of respondents. Originality/value: This research suggested some proposals that can enhance civilians' adherence to local autonomous entities, from the perspective of public service.
