국문 초록

본 논문은 가구의 보육시설 이용에 관한 의사결정 모형을 설정하고 보육비 지원이 보육시설 이용과 보육의 질에 미치는 영향을 이론적으로 분석한다. 보육의 질에 대한 선호를 명시적으로 도입하여 보육시설 이용의 기회비용에 보육시설 이용료와 여성의 임금소득 외에도 자가보육이 제공하는 보육의 질도 포함한다. 이러한 환경에서는 보육비 지원이 보육시설의 이용이나 보육의 질에 미치는 영향이 가구의 선호와 기술적 여건 및 정책 환경과 가구특성에 따라 다르게 나타날 수 있다. 분석 결과는 보육비 지원 대상 기구의 선정과 보육비지원 방식에 대한 정책적 함의를 가진다.

영문 초록

This paper builds a theoretical model of the household decision on the use of child care centers and analyzes the effects of child care subsidies on the household decisions and the quality of care that a child receives. With the introduction of household preferences on the care quality, the opportunity cost of using the child care center includes not only the child care center fees but also the quality of home care. In this environment, the effects of child care subsidies on the household decisions and care quality vary across heterogeneous households and depend on the technologies of child care and policies. The results have policy implications regarding the choices of target households and the subsidy types.
