국문 초록

정부는 최근 문화예술교육의 중요성을 인식하면서 다양한 방법으로 학교문화예술교육을 지원하고 있다. 이러한 지원사업에 대한 효과성 연구에서 공통적으로 지적되는 점은 지원 받는 학교의 역량에 따라 문화예술교육의 내용과 과정 및 효과들에서 유의미한 차이가 난다는 것이다. 학교문화예술교육 지원사업에 대한 이해능력, 기획능력, 수행능력, 효과성 평가와 활용 능력에 따라 그 효과는 달라질 수밖에 없다. 지원받는 학교는 지원기관과의 의사소통에서도 많은 혼란과 어려움을 겪고 있다. 많은 예산이 들어가는 만큼 효과에 대한 근거의 제시도 요구받고 있다. 그러나 문화예술교육의 특성상 그 효과를 측정하는 것은 매우 어렵고, 효과를 확인하고 환류를 통해 프로그램을 개선하는 과정은 수준 높은 전문성을 요구한다. 이를 해결할 수 있는 대안 중의 하나는 문화예술교육의 특성을 고려하고, 주체들의 독창성을 훼손하지 않는 범위 내에서 상당한 수준의 구체적 문화예술교육 효과성을 측정하고 활용하는 매뉴얼을 제공해 주는 것이다. 이러한 매뉴얼이 있으면 목표수립에서부터 과정 및 효과의 측정과 환류를 통해 프로그램의 수준을 유지하고 개선하며 효과를 보고하는데 큰 도움을 줄 수 있다. 본 연구는 이러한 매뉴얼 개발을 목적으로 수행되었다. 매뉴얼에 관한 기존의 연구들은 대부분 매우 구체적인 대상에 국한되어 있다. 프로그램의 목적과 내용이 분명해야 구체적 매뉴얼 개발이 가능하기 때문이다. 본 연구에서는 2008년부터 시행되고 있는 학교문화예술교육의 대표적 지원사업인 ‘예술꽃씨앗학교’를 사례로 문화예술교육 효과성 평가 매뉴얼을 개발하였다. 본 연구에서 제안하는 매뉴얼은 예술꽃씨앗학교는 물론 유사한 문화예술교육 지원사업의 매뉴얼 개발과 이를 통한 지원사업의 효율적 수행에 큰 기여를 할 것으로 기대된다.

영문 초록

In recent years, since the Korean government realized the significance of Arts and Culture Education, it has been supporting School Arts and Culture Education in many different ways. Many studies on the effectiveness of School Arts and Culture Education pointed out that the contents, processes and effectiveness of Arts and Culture Education depend largely on the ability of the school. The elementary schools, which get a supported budget, have been vital evidence for the effectiveness of the system. However, it is very difficult to measure the effectiveness due to the nature of Arts and Culture Education. So a high level of professionalism is needed in order to evaluate and improve the program. An alternative to solve this problem is to provide a manual that measures and makes use of the Arts and Culture Education effectiveness. If there were these manuals, the level of Arts and Culture Education in schools could be maintained or possibly improved. This study was conducted with this goal of developing a manual for evaluating the effectiveness of School Arts and Culture Education. The earlier studies on developing a manual are mostly limited to very concrete programs. The purpose and the contents should be clear so that a concrete manual can be developed. So In this study “the Art-Flower Seed School Project Manual” was developed. AFSSP is a representative Supporting Project of School Art and Culture Education launched in 2008. The proposed manual would be expected to be helpful to run the Art-Flower Seed School Project and to develop a similar manual of the Arts and Culture Education Supporting Project.
