다중이용시설에 대한 테러 가능성 및 경호경비 대비방안

국문 초록

과거 전통적인 테러공격은 주로 국가중요시설을 대상으로 한 이른바 강성 타겟(hard target)이 많이 발생하였지만, 최근에는 테러의 대상물(target)이 다중이용시설이나 초고층빌딩 등의 연성 타겟(soft target)으로 테러공격 대상과 메커니즘이 변화하고 있다. 우리나라는 그간 테러로부터 비교적 안전한 국가로 인식되어온 것이 사실이나 외교적으로 미국과의 공조관계라는 측면과 이라크전 당시 미국, 영국에 이어 3번째로 파병군이 많았다는 점과 같은 국가적 요소로 볼 때 테러로부터 결코 자유롭지 못하다. 다중이용시설에서 가장 많이 사용되는 수단 중의 한 가지가 폭발물에 의한 테러공격인데 이는 제조 및 제조물질 수급의 용이성의 특징을 지니고 있는 급조폭발물(IED)이 최근 폭발물 형태라는 점으로 볼 때 다중이용시설에서의 급조폭발물(IED)에 의한 테러 가능성에 대해 살펴볼 필요성이 있다. 이에 이 연구는 다중이용시설에서의 급조폭발물(IED)로 발생 가능한 테러발생 가능성을 살펴보고, 이에 대한 경호경비적 측면에서의 대응방안으로 첫째, 급조폭발물(IED) 확산방지를 위한 법ㆍ제도적인 개선의 노력, 둘째, 이러한 테러 가능성을 약화 또는 무력화시키기 위한 경호경비적 기법을 활용한 통합적 보안통제 시스템 구축, 마지막으로 CPTED를 통한 다중이용시설에서의 테러예방체계 구축이라는 3가지 방안을 제시하였다. 그렇지만 최근 새로운 경향으로 대두되고 있는 급조폭발물(IED)이전 세계적으로 테러의 대상이 다중이용시설, 공공시설, 기타 기반시설 등과 같이 연성 타겟(soft target)에 적용될 수 있다는 점에서 의의가 있으나, 다중이용시설에 급조폭발물(IED)이 활용되어 큰 인명피해를 준 사례가 없는 것과 다중이용시설에서의 급조폭발물(IED) 테러 가능성에 대한 대비방안을 이론적으로 접근하여 실제 이러한 이론들이 접목될 수 있는 가에 관한 한계점도 도출되었다.

영문 초록

Traditional terrorism primarily as a facility of national importance 'hard target' in the recent years, the object of terror, such as the multi-use facilities and high-rise buildings 'soft target' as a mechanism of terrorism is changing. Korea from the terrorism that has been recognized as a relatively safe country and the fact that the diplomatic relationship between the United States and the coordination aspects of the war in Iraq and the United States at the time, followed by British troops in the third group that was seen as a national element from the terror never not free. The most commonly used in Public Facilities by means of explosives, and manufactured materials and manufacturing will demand the ease of improvised explosives device, which has the characteristics of IED that the recent explosive form in view of Public Facilities. This Public Facilities in the study of the IED look at the possibility of, such as a way for IED for the law and institutional efforts to prevent the spread, integrated security, building control systems, CPTED through a Public Facilities is built from three kinds of terrorism prevention measures are presented. The IED is a big advantage that there is loss of life, and gave examples of the IED in Public Facilities. the possibility of a theoretical approach measures the actual grafting of these theories is that may also have been derived on the threshold.
