국문 초록

교통과 정보통신의 발달로 인해 이미 전 세계는 개방화․보편화 된 명실공히 국제화의 시대이다. 특히 세계 각국에서 자행되었던 테러사건들과 9.11테러 이후 항공, 철도, 대중교통 등에서의 보안취약요소는 보완에 대한 많은 노력이 있었음에도 불구하고 여전히 다양한 문제점에 노출되어 있다. 대중이 이용하는 시설 및 공간에 대한 보안검색은 불특정 다수를 대상으로 한 각종 범죄 및 테러 등의 위험에 노출되어 있기 때문에 제도 정책적인 개선과 함께 기술적인 보안과 대응이 필요하다. 보안검색의 영역은 불법행위 및 각종 범죄 및 테러위협으로부터 사전에 예방하여 대중의 안전은 물론 시설 및 재산 등을 보호하는 대책수립이 무엇보다 중요한 요소라고 할 수 있다. 그러나 보안검색은 출입자 및 이용자에 대한 적절한 통제와 검색뿐만 아니라 이용자와 출입자에 대한 편의제공이라는 두 가지 요소를 만족시켜야 하는 특성을 가지고 있기 때문에 어떠한 기술과 제도, 정책을 적용해야하는지 여부를 결정하는 것이 쉽지 않다. 따라서 이 연구는 선진화된 보안검색의 기술적 요소와 정책을 보유하고 있는 미국의 보안검색 분야에 대한 논의를 검토하여 국내의 보안검색 분야에 정책적 함의를 제공하는데 그 목적을 가진다.

영문 초록

With the development of transport and information and communication, the whole world has already entered the era of globalization in fact as well as in name through liberalization and generalization. Particularly after terrorist attacks around the world and the September 11 attacks, security vulnerabilities in airports, railroads and public transportation have been exposed to various problems. Technical security and response are required together with systematic and political improvement because security checks on facilities and spaces available to the public are exposed to various crimes and terrorist attacks against the general public. It can be said that it is of utmost importance to take measures to protect not only public safety but also facilities and property by preventing from illegal activities, various crimes and terrorist attacks in security check. However, because the security checks are required to satisfy two conditions, a proper control over access and users and provision of convenience for them, it is not easy to determine which technologies, systems and policies to apply. Therefore, this study aims to provide policy implications with security check in South Korea by considering the discussion of the American security check with advanced technical factors and policies.
