동북아 국가들의 비대칭전 위협에 대한 검토

국문 초록

국제사회는 과도기국가(large transition state)와 몰락(failed state)국가에 의한 비대칭전(asymmetric warfare)을 우려하고 있다. 최근 그 위협이 증가하고 있는 동북아 국가들의 비대칭전력으로는 사이버전(cyber warfare)과 전자전(electronic warfare)이 있다. 현재 사이버전과 전자전 기술은 급속하게 발전하고 있으며, 그 수단도 매우 다양하다. 이러한 사이버전과 전자전은 공격 목표가 소프트웨어(software)인가, 하드웨어(hardware)인가로 구분될 수도 있지만, 양자(兩者) 모두가 전기․전력시스템과 IT관련 컴퓨터․통신시설 등을 그 피해 대상으로 한다는 유사성(類似性)도 있다. 동북아 국가들의 사이버전과 전자전은 특정국가기관에서 핵심적인 역할을 수행하고 있으나, 한국의 사이버전과 전자전 위기관리는 그 기능이 분산되어 있다. 이는 한국의 전력시스템과 IT관련 컴퓨터․통신기술 등이 세계적 수준임에도 불구하고, 사이버전과 전자전 대응에 한계를 드러내는 단서(端緖)가 되고 있다. 이 연구에서는 사이버전과 전자전의 분석과 그 평가를 통하여 대통령훈령 제309호『국가대테러활동지침』과 제310호『국가사이버안전관리규정』을 재검토 하였고, 또한 분산된 사이버전과 전자전 위기관리시스템 재정비 등도 논의하였다.

영문 초록

International society is worrying about asymmetric warfare by large transition states and failed states. Among asymmetric warfares in Northeast Asian Nations the threats of which are increasing, there are cyber warfares and electronic warfares. At present, technology of cyber warfares and electronic warfares is rapidly developing and there are many different methods. Such cyber warfares and electronic warfares can be classified according to the target such as software and hardware. However, both of them have common things as they are related to electricity system and IT related computer and communication technology from the perspective of the objects of damage. Cyber warfares are performing core roles in national institutions in Northeast Asian Nations, while electronic warfares are studied by national research institutes or civil laboratories of large enterprises. In Korea, however, cyber warfare risk management system is distributed and national institutions are solely responsible for electronic warfares. Therefore, there are some restrictions in performance and response in cyber warfares and electronic warfares although Korea has world class level of electricity system and IT related computer and communication technology. In this study, President Order No. 309 and 310 were reviewed to re-establish the concept of cyber warfares and electronic warfares, and re-establishment of distributed cyber warfare and electronic warfare risk management system was also discussed.
