한ㆍ미의 CBRNE 교육훈련 체계 분석

국문 초록

본 연구는 CBRNE 테러에 대비하기 위해 한국과 미국의 교육체계를 비교 분석하여 한국에 맞는 효과적인 교육체계를 구축하고자 하는데 목적이 있다. 이를 위해 중앙 119구조대, 국립방재교육연구원, 중앙소방학교, 국립환경과학원 화학물질안전관리센터, 한국수력원자력 방사선 보건연구원, 한국원자력안전기술원, 한국원자력의학원 국가방사선비상 진료센터 등 국내 7개 기관과 EMI, NFA, CBRNE Training Center, CDP, TEEX 등 미국 5개 기관의 교육훈련 체계를 조사하여 분석하였다. 분석 결과 교육체계에 있어서 크게 3가지가 구분되어 교육되어질 필요성이 제기된다. 현재는 각 기관별 특성에 맞는 교육이 이루어지고 있으나 현장대응요원, 간부(지휘통제), 강사교육으로 교육체계를 개선하여 각 교육대상별 특성화 교육이 필요하며, 각 교육대상별로 Level 1, Level 2, Level 3 등 등급을 나누어 상위수준의 교육을 이수하기 위해서는 하위수준의 교육을 이수한 후 교육을 받을 수 있는 시스템을 고려해볼 만하며, 반복적 교육을 통한 전문성을 확보할 수 있을 것이다. 이를 위해서는 교육시설 및 교육장비 등의 마련을 위한 예산확보가 우선시 되어야 한다. 현재 CBRNE 교육장비는 중앙 119구조대에 집중적으로 배치되어 있는 실정이고 지방은 교육장비가 열악한 상황이다. CBRNE 테러는 국민의 생명과 직접적인 연관이 있기 때문에 예산확보 및 교육훈련 프로그램 개선을 통해 CBRNE 테러대응 교육을 전문화시켜야 할 필요성이 제기된다. 또한 CBRNE 테러에 대비한 교육을 전문화시키고 발전시키기 위해서는 국가가 인정하는 민간인 운영의 교유기관을 키워 경쟁하게 되면 CBRNE에 대한 교육의 전문화를 이룰 수 있을 것이다.

영문 초록

This research has a purpose to establish effective education fitted to Korea by comparing Korean education system to American education system in order to prepare for CBRNE terror. To achieve this, we surveyed and analysed education system of Korean organizations such as National 119 Rescue Services, National Disaster Management Institute, National Fire Service Academy, National Institute of Environmental Research, Korea Chemicals Management Association, Korea Hydro & Nuclear Power radiation public health Research Institute, Korea Institute of Nuclear Safety, Korea Institute of Radiological and national radiological emergency medical center and American organizations such as EMI, NFA, CBRNE Training Center, CDP, TEEX. Through analytical researches, it is brought forward to classify education system into three categories and be educated. At this present, education has been performed, fitted to each organization. But, it is needed to improve education system to field respond personnel, officer, instructor training, and Individualized education on each classes to be trained is needed as well. Also, by dividing grades, for example Level 1, Level 2, Level 3, it should be taken into consideration that once subordinate education is completed, superordinate education shall be completed. Therefore, through repetitive education, professionalism can be achieved. To achieve this, the most important thing is to secure budget to provide educational facilities and educational equipments. Presently, most of CBRNE educational equipments are allocated at National 119 Rescue Services, thereby the country sides lack these educational equipments. It is very important to specialize education for CBRNE by securing budget and improving education and training program because CBRNE terror is directly relevant to the life of the people. Not only that, in order to specialize and develop education for CBRNE terror, once privately operated educational institutions which is duly authorized by the Nation are developed, specialization of education for CBRNE can be achieved.
