지방교육재정 특별교부금제도의 성과와 과제

국문 초록

특별교부금은 교육의 균형 있는 발전을 도모하기 위하여 교육과학기술부가 지방자치단체의 교육행정기관 또는 교육기관에 교부하는 교부금의 일종으로 회계연도 중에 발생한 특별한 교육관련 국가시책사업 재정 수요, 지역교육현안수요, 재해로 인한 특별한 재정수요 등에 대처하기 위하여 집행하는 예산이다. 특별교부금 예산 사용의 심의절차의 불투명성, 재원집행 방식의 비효율성과 정치성, 총 재원규모 등에 대한 논란이 계속되는 가운데, 본 연구에서는 지금까지 진행되어 온 특별교부금제도의 주요 현황과 성과 및 한계 등을 실증적으로 고찰함으로써 향후 제도 운영의 개선방안을 제시하고자 하였다. 국가시책사업을 중심으로 살펴본 특별교부금제도의 주요 성과는 기초학력향상 및 교과중점교육에 기반한 교육력 제고, 마이스터고 및 특성화고 지원을 통한 직업교육 활성화, 교무 및 행정보조인력 채용을 통한 교원업무경감, 특수교육대상 학생, 저소득충, 탈북자, 다문화 가정 등의 교육소외계층에 대한 집중적인 지원을 통한 학교적응력과 학력향상 등으로 나타났다. 그러나 특별교부금제도 운영과정에서 나타난 한계를 극복하기 위해서는 특별교부금 성격의 명확화, 규모 축소, 운용의 투명성확보 및 효율적인 관리체계 구축 등을 개선이 필요함을 제언하였다.

영문 초록

Special subsidies are subsidies granted by the MEST to local governments’ educational administrators and institutions for balanced development of education. They are included in the budget for special national educational policy projects， special pending demand for local education, and financial revenue due to disasters in each fiscal year. As there are controversies pertaining to the unclear deliberation of the use of budget for special subsidies, inefficiency and political aspect of execution, and total financial resources, this study substantially examined the contributions and limitations of the special subsidy system to suggest its possible improvement measures. The major contributions of special subsidy system in terms of the National Policy Project is that it has improved educational capacities for basic academic performances and curricular education, improved vocational education by supporting Meister high schools and specialized high schools, reducing faculty workload by hiring student affairs and administration assistants, and improving adjustment and performances of isolated students who need special education, who are from low-income classes, who are North Korean refugee, or who are from multicultural families. In order to overcome the limitations of special subsidy system, however, it is necessary to clarify the nature of special subsidies, reduce scale, ensure transparency, and build an efficient management system.
