국문 초록

이 연구는 지방교육재정 보통교부금의 변천과정을 살펴보고, 이를 토대로 보통교부금의 성과와 과제를 살펴보는데 목적이 있다. 1972년부터 실시된 지방교육재정교부금제도는 유ㆍ초ㆍ중등교육에 필요한 재원을 안정적으로 확보하고, 이를 공평하게 배분하되 지방교육자치단체가 자율성에 기초하여 배분된 재원을 운용할 수 있는 기틀을 마련함으로써 우리나라 유ㆍ초ㆍ중등교육의 성장과 발전에서 지대한 기여를 해왔다. 지방교육재정교부금에서 보통교부금이 차지하는 비중은 거의 절대적이며, 현재 그 규모는 내국세 20.27%의 96/100과 국세 교육세를 합한 금액이다. 보통교부금은 기준재정수입액이 기준재정수요액에 미달하는 금액을 총액으로 배분하는데, 이는 시ㆍ도교육청의 자율적 재정운용이라는 목적과 더불어 지역 간 균형 있는 교육발전 도모라는 교육재정의 공평성 제고라는 목적에 근거한다. 보통교부금제도의 성과는 다음과 같다. 지방교육재원 규모의 확대, 교육재원 확보와 재원의 변동 측면에서 볼 때 안정적인 교육재원의 확보기능, 상당히 공평한 보통교부금의 배분 등이다. 반면 보통교부금제도의 과제는 지방교육재정교부금 규모 축소요구에 대한 대응, 새로운 재정수요의 증가 및 경직적 사업비의 증가, 총액배분을 통한 재정운용의 자율성 제고, 지방재정과의 통합 요구에 대한 대응 등으로 제시하였다.

영문 초록

The purpose of this study are to review the transition process, accomplishments and challenges of grant system of local education. The local education grant system established in 1971, has undergone numerous revisions over the past. The general grant of local education is the major sources of local education finance. This system has made a significant contribution to stabilizing education financing through legislation of securing revenue and distributing local education resources in Korea. The general grant of local education consists 96/100 of 20.27% of the revenue from the internal tax and education tax from central government. The general grants are provided in a lump sum to local education governments whose baseline fiscal revenue fall short of baseline fiscal needs to make up for the shortage. To put it another way, the general grants are funded to the local governments in order to fulfill balanced development of education, playing the role to address regional imbalance. The accomplishments are as follows. The grant system of local education serves as an important tool to secure funding sources through legally authorizing the scale of grants. The stability of the general grant of local education has been maintained in securing and variations of financial resources. The general grant system was assessed to have sustained the high equity. Continuous efforts were made to cope with demands of reducing the size of grant of local education, growing new financial demands. Also effective countermeasures were prepared to give greater autonomy in municipal education finance management and coped with increasing demands of merging with local government finance.
