전라북도 사회복지시설 인증제 도입에 대한 현장 실무자의 인식

국문 초록

이 연구는 전라북도 사회복지시설 인증제 도입 관련 사회복지 현장 실무자의 인식을 살펴보는 연구로, 사회복지시설에 종사하고 있는 실무자를 대상으로 설문조사와 초점집단 인터뷰를 실시하였다. 분석결과, 사회복지시설 인증제가 필요한지에 대해서는 연구 대상자의 64.3%가 인증제의 필요성에 공감하는 것으로 나타났다. 둘째, 인증제 도입 시 가장 먼저 고려 할 사항으로는 객관적인 평가지표의 개발이라는 응답이 가장 높았다. 셋째, 인증제의 비용부담 방법에 대해서는 대상자의 87.7%가 국가 또는 지방자치단체가 전액 지원해야 한다고 응답하였다. 넷째, 인증방식으로는 이용시설 종사자의 경우 3등급으로 구성된 인증제를 더욱 선호하고 있는데 반해, 생활시설 종사자는 5등급으로 구성된 인증제를 더욱 선호하는 것으로 나타났다. 다섯째, 인증시효에서는 3년이 52.6%로 가장 많았다. 여섯째, 인증제의 활용방안에서는 우수시설에는 인센티브를 부여하고 하위시설에는 교육 및 컨설팅을 제공해 주는 것이 좋다는 의견이 가장 많았다. 일곱째, 인증 결과에 대한 인센티브 부여 방안으로는 이용시설 종사자는 인력보강비에 대한 지원을 더욱 선호하였고, 생활시설 종사자는 시설환경개선 자금에 대한 우선지원을 더욱 선호하는 것으로 나타났다. 여덟째, 인증제의 제도화 방안에서는 단기적으로는 자발적 참여를 유도하되, 장기적으로는 의무적 참여를 병행하는 방안이 가장 많았다. 이상의 결과를 토대로, 사회복지시설 인증제 도입방안을 모색하였다.

영문 초록

This study set out to investigate the perceptions of practitioners regarding the introduction of the certification system in social welfare facilities of Jeollabuk Province. To this end, the study surveyed the practitioners at social welfare facilities and conducted focus group interviews. The analysis results show that 64.7% of the subjects agreed on the need for the certification system for social welfare facilities. Second, the largest mrmber of subjects said that development of ol:jective evaluation indexes should be the top priority when introducing the certification system Third, 88.1% of the subjects said that the central or local government should pay for all the costs of the certification system Fourth, the practitioners of comrrumity welfare centers preferred a three-grade system while those of residential care facilities preferred a five-grade system Fifth, 52.6% voted for three years of valid certification. Sixth, the largest number of subjects said that the certification system should be used to give incentives to high. quality facilities and provide lower-quality ones with education and consulting. Seventh, as for incentives, the practitioners of community welfare centers preferred support for human force reinforcement, while those of residential care facilities preferred supports for facility environment improvement. Eighth, the largest number of subjects wanted the approach of inducing voluntary participation in the short term and introducing compulsory participation in the long term Based on the findings, the study searched for ways to introduce the certification system in social welfare facilities.
