국문 초록

최근 한국사회의 가장 두드러진 사회적 쟁점 중의 하나는 사회적 갈등의 빈번한 출현과 장기 지속이라 할 수 있다. 이러한 경향에 따라 정부 당국은 물론 응용사회과학자들이 갈등 예방과 해결을 위한 갈등관리시스템의 구축에 관심을 기울여 왔다 이 논문의 목적은 이러한 갈등관리 시스템 구축의 일환으로 논의되고 있는 갈등영향분석의 방법을 소개하고 그 적용가능성을 검토하는 데 목적을 두고 있다. 이를 위해 이 논문은 세 가지 문제에 논의를 집중시키고 있다. 먼저 갈등관리시스템과 갈등영향분석의 기본적인 성격을 논의하였다. 기본적으로 갈등영향분석은 갈등관리시스템의 한 구성 요소이다. 다음으로 주로 미국 학자들에 의해 제시된 모델에 바탕으로 갈등영향분석의 구체적인 절차와 세부 분석 항목들을 서술하였다. 마지막으로 서구에서 발전된 갈등영향분석이 맥락이 다른 한국사회에 어느 정도로 적용 가능한가를 검토하였다.

영문 초록

One of the most conspicuous social issues of the recent Korean Society might be frequent emergence and long duration of social conflicts. According to these tendencies, the Korean Government and many scholars engaged in applied social sciences have had great interests in building conflict management systems for preventing and resolving social con f1icts. The aim of this paper is to introduce the methodology of conflict assessment which has been discussed in the context of institutionalization of conflict management system and to examine the applicabilities of the method to Korean society. For theses purpose, the three main tasks were accomplished in this papers Firstly, the paper discussed overall character of conflict management system and conflict assessment. Basically, conflict assessment is a constituent part of the conflict management system. Secondly, the concrete procedures and detailed items of conf1ict assessment were summarized. Lastly, we examined the applicabilities of the conflict assessment method which is developed in Western countries having different social contexts from Korean society.
