국문 초록

본 연구는 건설 산업에 종사하는 노동자 중 일용직 또는 임시직 형태의 고용관계를 유지하며 일하는 플랜트건설노동자들의 노동운동을 중심으로 다루고 있다. 건설노동자는 일용직 또는 임시직 형태의 불안정한 고용관계를 맺고 있고 건설업 특성상 노동자들의 단결권 행사를 위한 노동조합건설과 활동에 많은 어려움이 상존해 있다. 열악한 노동조건에서 비정규 건설노동자들의 노동조합 조직률은 낮을 뿐 아니라 활동도 어려운 실정이다. 어려운 현실에서도 최근 비정규 건설노동자의 한 형태인 플랜트건설노동자들의 노동운동은 활발하게 진행되고 있다. 본 연구는 플랜트 건설노동자들이 노동조합을 건설하고 왕성한 활동을 진행하는 과정을 소개한다. 플랜트 건설노동자의 조직화 과정과 노동조합의 활동 요인을 노동조합에 대한 노동자들의 ‘집합적 정체감’과 ‘동원화’ 과정으로 본다. 조직화 및 왕성한 활동의 동인이 되는 원인을 장기간 노동， 열악한 근로조건， 노동시장 구조， 작업현장 개선욕구 등으로 보고 이러한 요인에 의해 노동조합에 참여하고 집합행동으로 발전하게 된 것으로 본다 플랜트 건설노동조합의 노동조합 건설과정， 단체교섭권 확보인 단체협약체결， 일상 활동과 연대투쟁을 다루고 노동운동의 결과를 비교분석 하였다. 결론에서는 플랜트건설노동자들이 노동조합을 결성하고 상대적으로 왕성한 활동을 진행할 수 있었던 요인을 작업현장 및 작업공정에 따라 현장작업 구조， 작업현장에서 노동 인력의 집중， 노동자들의 연대성， 동질화된 의식과 목적의식적 활동이 플랜트 건설노동조합 건설과 노동운동이 활발하게 진행되는 요인으로 본다.

영문 초록

This study has presented good examples to solve the labor problem of irregular employment. This study was performed around the labor movement of plant construction employees who maintained employment relationship of daily hiring or temporary employment and worked in the construction industry. On the other side, the daily or temporary employment relationship is sustained but the labor movement for them is continued actively in the recent days. The plant construction laborers organize their labor union, take an active part in their field lively, and introduce their activities. I think that the causes of systematization process of them and activities of the union are the ‘collective identity’ and ‘mobilization of collective action’ of them for the union. Also the causes of the laborers’ systematization and flourishing activities are long term work, poor labor conditions, structure of labor market, and desire about the improvement of working place. Therefore, I think that they participate in the union and take actions collectively because of these causes. This study also presents the organization process of labor union to secure the right of organization, conclusion of collective agreement to secure the right of collective bargaining, and usual activities and joint struggle, and compare and analyze the results of the labor movement. The activities of plant construction labor union are more active than that of other daily construction labor market or organization field of labor union. The cause of possibility of the union organization and the activities are the following. The working structure of working place and working process are distinctive‘. The laborers are concentrative in the working place and employment and feeling of solidarity of laborers are maintained for a long time relatively because of long term construction. Also they have homogeneous awareness and objective and conscious activities. Therefore, due to these factors, the organization of plant construction labor union and labor movement are done actively.
