성인지적 관점에서 본 제주도의 여성정책

국문 초록

이 논문에서는 성인지적 관점에서 제주도의 여성정책을 살펴봄으로써 지역여성정잭의 현주소를 알아보고 향후 방향을 모색해본다. 분석결과를 정리하면 다음과 같다 먼저 가치적 측면에서 제주도의 여성정책을 보면， 여성을 대상으로 하고 있고 여성의 경험에 근거하고는 있지만 정책의 성별영향은 고려하지 못하고 있으며 ， 제도적 측면에서도 여성관련 조례가 극히 적고 성인지적 여성정책 수립을 위한 기반은 취약하다. 여성정책의 관리적 측면에서 보더라도 성인지적 정책을 추진하기에는 부족한 담당기관과 인력구조 하에 있다 앞으로 성인지적 성별분리통계가 이루어져야 하고 모든 정책에 성별영향평가 이루어져야 하며 여성정책 담당기구의 확대 및 전문 인력의 발굴과 양성이 필요하다‘ 나아가 정책의 수립과 운영， 그리고 내실을 꾀하기 위해 정책결정자들 또는 지역의 다양한 주체들 간 파트너십의 형성과 민주적 의사결정체계의 구축이 필요하다‘. 또한 성인지적 관점에서 지역의 정책들에 대한 체계적이고 심층적인 분석이 이루어질 필요가 있다 아울러 중립적으로 보이는 정책이 여성과 남성에게 어떠한 영향을 미치고 있는지，정책의 수혜가 남녀 모두에게 동등하게 영향을 미친다고 가정해왔지만 정말 성불평등 효과는 없는지 다양한 정책 사례들에 대한 다양한 연구들이 축적되어야 할 것이다.

영문 초록

This study aims to examine the present address of the women’s policy of Jeju-do, which gropes for and looks at the possibility of women’s policies with gender sensitive perspective. Resource acquisition for an analysis in detail is a literature search method and interview method of emotional depths with community specialists. When we approach the women’s policy in Jeju-do from the gender sensitive perspective; it is fundamentally based on gender and assumes the participation of women in the policy making process, as well as the gender equality. However, it does not recognize the different positions and roles of men and women in the society, as well as the it experiences. Thus, it cannot affect to the socio-structural inequality. In conclusion, we suggested the women policy in Jeju-do should recognize the differences between the lives of men and women. We should formulate the status and role of the women policy development committee in order to derive a gender-sensitive perspective. Moreover, we should increase the participation of women in the policy, as well as strive for a better reputation of the policy in Jeju-do. We should also group the statistical data according to the gender. Finally, we need to strengthen the organization in charge of the policy and inviter experts to participate and follow-up enacting “Women development basic ordinance."" Local se lf-governing bodies are strengthened the system of mutual understanding for organization and groups with which can represent women and with regional innovation development with gender sensitive perspective will be possible, when opening the passage.
