국문 초록

匈奴의 貴人會議는 정해진 시기에 개최하는 회의와 갑자기 발생한 중대한 사건을 처리하기 위해 개최하는 임시회의 두 가지 종류로 나누어진다. 그 중에서 전자는 일 년 중에 正月과 五月 그리고 秋天에 개최되었고 單于가 주도적으로 개최하는 정상적인 貴人會議이다. 匈奴시기에 正月과 五月에 개최하는 귀인회의는 祭祀를 함께 재냈으며 國事를 논하였고 秋天의 귀인회의는 규모가 가장 컸으며 귀인 회의를 통하여 부족의 수와 財產 파악하고 賦稅를 징수하는 것이 주된 목적이었다. 南匈奴時期의 三次에 걸친 貴人集會는 모두 祭祀를 함께 지냈고 國事를 논하였으며 祭祀의 대상이 漢朝의 皇帝까지 확대 되었다. 후자는 先單于가 죽은 후에 新單于를 선출하는 회의와 갑자기 발생한 국가 대사를 처리하는 두 가지의 귀인회의가 있다. 회의를 개최하는 정확한 일시가 없기 때문에 사건의 긴박성에 따라 임시로 개최되었고 이러한 이유로 특수한 貴人會議에 속하였다. 匈奴의 귀인회의는 세 가지 특징을 갖고 있다. 單于는 귀인들과 國事를 논함으로써 국가 기구의 정상적인 운영을 보장 받았다. 동시에 單于는 귀인회의를 이용하여 모든 귀인들을 감독하고 지방을 통제함으로써 통치기반을 공고히 하는 목적을 달성할 수 있었다. 귀인회의는 匈奴國家의 가장 높은 권력기구였고 정책 결정 기구 이었으며 原始社, 氏族部落 時期의 흉노인의 貴族議事會였다.

영문 초록

The Hunnish Noble Conference can be saperated into two types: the conference held in fixed time and the conference held to deal with unexpected major events.Between the two types, the conference held in fixed time which was held in the first month and the fifth month of the lunar year and autumn is the normal conference that chaired by the Chanyu.In the time of Hunnic Empire, the noblemen gathered in the first month and the fifth month of the lunar year to discuss affairs of state while the sacrifical rite was on, and the Noble Conference held in autumn has a largest scale with the purpose of adding up their people, accounting property and levying taxes. This type of conference held in the time of South Hunnic Empire was also with the purpose of discussing affairs of state and holding the ceremony of their sacrifices, but the persons whom the libration made to added the dead empieror of Han Empier. The conference held to deal with unexpected major events can also be called the special Noble Conference because no fixed time and be held for random events. This type of conference cantained the conference of voting new Chanyu and the conference of dealing with occured events. The Hunnish Noble Conference had three salient features. The Chanyu could ensure and maintain the normal operation of the state by discussing affairs of state with his noblemen. By the Noble Conference, the Chanyu tested his noblemen,controled local places and consolidated his rule. Therefore the Noble Conference is the the highest organ of state power and decision‐making organ. The Hunnish Noble Conference could be traced to the council of tribal noblemen in primitive society.
