지방의회 의정활동의 평가와 활성화방안

국문 초록

지방자치단체장에게 권한이 지나치게 집중되어 있는 우리나라의 지방자치제 하에서 지방의원들은 그 역할에 비하여 평가를 제대로 받지 못하고 있다. 그럼에도 불구하고 지난 20년 동안 지방의회에 대한 주민들의 기대치와 위상은 점차 높아지고 있는 실정이다. 지방자치의 활성화는 지방자치단체와 더불어 지방의회가 그 본연의 임무를 다할 때 가능하다. 지방분권화가 진전되면서 지방정부의 권한과 사무이양이 점차 확대될 것이지만 이를 뒷받침하고 견제하고 감독하는 기능을 가진 지방의회가 그 기능을 다하지 못한다면 지방자치의 선진화는 요원할 것이다. 본 연구는 경기도의회가 의회에 부여되어 있는 기능을 선행연구를 바탕으로 첫째, 입법기능, 둘째, 주민대표기능, 셋째, 정책결정기능, 넷째, 집행부 견제･감시 기능으로 설정하고 경기도의 회 6대, 7대의 의정활동 평가를 바탕으로 의정활동 활성화방안을 제시하였다. 의정평가결과 경기도의회 의정활동의 경우 정책결정기능이나 집행부의 견제감시기능은 점차 강화되고 있으나 입법기능과 주민대표기능은 여전히 미흡한 것으로 평가되었다. 경기도의회의 경우 의원들의 입법역량강화와 함께 가장 취약한 부분인 주민대표기능에 대한 활동의 활성화를 위하여 많은 관심과 노력을 기울여야 할 것이다.

영문 초록

As local decentralization has progressed, the transfer of the authority and affairs of local government will expand gradually. But if the local council having the function of supporting and checking this fails to serve its function, its advancement would have a long way to go. This study attempted to set the function imparted to the Gyeonggi Provincial local council as the function of legislation, the function of representing its residents, the function of policy-making and the function of checking and supervising the executive on the basis of previous studies and present the scheme for revitalization of activity of the council on the basis of the evaluation of the activity of the th and 7th council of the Gyeonggi Province. The results of evaluation on the activity of the council showed that in case of the activity of the Gyeonggi Provincial Council the function of making a policy and the function of checking the executive have gradually been reinforced but the function of legislation and the function of representing residents are still poor. In case of the Gyeonggi Provincial council, its councilors would devote many interests and efforts to revitalize the activities concerning the function of representing its residents, the most vulnerable part, along with the reinforcement of legislative capability.
