국문 초록

본 연구는 미국과 일본 및 한국의 과학기술혁신의 선행지표들을 중심으로 각 국가의 연구개발투자와 과학기술 혁신기반 변화의 비교분석을 통한 정책적 시사점을 얻고자 하였다. 특히 1990년대 후반이후 세 국가들의 연구개발투자 의지와 혁신주체들의 연구개발활동 및 지식축적정도의 변화분석에 초점을 두었다. OECD 국가를 비롯한 세계 각국은 연구개발투자의 중요성을 일찍부터 인식하여 과학･기술･산업 정책의 일환으로 연구개발투자와 혁신에 대한 지원을 늘리고 있다. 특히 기술개발의 열쇠가 되는 연구개발투자의 경우 각국 정부는 공공 부문과 민간 부문의 연구개발투자를 확대하고 질적 향상을 이루기 위하여 다양한 제도와 정책을 사용하고 있다. 한국, 일본 및 미국은 연구개발투자의 경우 모두 높은 국가적 의지와 많은 투자가 이루어지고 있는 국가들이며, 각 국가의 과학기술정책과 국가혁신체제의 특성이 반영된 특징적인 과학기술혁신기반을 가지고 있다. 특히 한국은 등록특허의 기술력 및 점유율이 상승하고 있고, 미국, 일본과의 격차가 축소되고 있는 것으로 나타났다. 이러한 현상은 정부의 지속적인 연구 개발투자에 따른 효과로 보여 진다. 그러나 이러한 양적인 측면에서의 비교와 국가의 연구개발의지와 연구생산성과 같은 질적 측면과는 다른 모습으로 나타났다. 한국의 경우 양적인 측면의 성장에 비해 질적인 측면의 영향력지수는 감소추세에 있어 질적 향상을 위한 다양한 정책적인 노력이 필요한 것으로 나타났다

영문 초록

By using preceding indexes from science and technological innovations of USA, Japan and Korea, this research aimed at gaining policy implications through making a comparative analysis on each country’s R&D investment and environmental change of science and technology innovation base. This research studied the 3 countries’ will of R&D investment and activities of main innovation organizations since late 1990 and drew policy implications. Most country including OECD members has realized the importance of R&D investment early on and has been increasing the support of R&D investment as part of policy for science and technology industry. Especially, in case of R&D investment which is considered as a key to technology development, governments from each country have been expanding R&D investments of public and private sectors and using various systems and policies for qualitative improvement. In case of R&D investment in Korea, USA and Japan, these countries all achieved high national will and investment and distinguishing R&D innovation base that is reflected in national innovation system. Especially in Korea, technical competency and international sharing of registered patents are increased, and its gap with USA and Japan is also reduced. This kind of phenomenon is considered as an effect of continuous R&D investment by the government. However, these kinds of quantitative aspects are different from qualitative aspects such as national R&D reliance and research production. In case of Korea, influence index of qualitative aspects development is decreasing as compared to quantitative aspects and there is a necessity of various policy efforts for qualitative improvement.
