대테러활동에 있어서 효과적인 경찰의 대응과 정보수집 활용방안 모색

국문 초록

대테러 활동에 대응하기 위해서는 테러발생 시에 정보를 수집하고 수집된 정보를 토대로 용의자를 바로 지목하고 수사에 착수하여 범인을 검거하게 될 때 비로소 대테러 대응책을 마련했다고 볼 수 있다. 그러므로 테러와 같이 엄청난 재산과 인명피해를 동반한 경우에 특히 중요한 것은 테러발생시 최초대응자의 역할은 물론 정보 수집과 분석, 그리고 공유로 이어지는 유기적인 결합체가 성립할 때 대테러 대응에서 예방에 이르기까지의 대응체계를 구축했다고 볼 수 있을 것이다. 이에 미국은 9·11 테러 이후, 대테러 대응에 더욱 밀도 있는 태세를 갖추고 있는 것을 확인할 수 있는데, 뉴욕경찰의 대테러국을 신설, 연방정부와 주, 지방, 지역, 부족, 그리고 민간 파트너 간에 테러 위협과 관련된 정보를 수집하고 분석하며 공유할 수 있는 국가적이면서 지역적 환경을 만드는 데에 구심점 역할을 하는 융합본부의 활동, FBI를 주축으로 미국의 대테러 업무를 수행하는 다양한 법집행기관들이 협력관계를 맺어 대테러 업무를 수행하는 연합체 성격의 기구로, 감시, 통신감청, 조사 등의 테러 용의자 수사권한을 가지고 테러발생을 억제하는 합동대테러전담반을 살펴보고자 한다. 이러한 맥락에서 대테러 활동에 대응하기 위해서 테러리즘을 대응할 수 있는 시스템을 구축해야 하며 이를 위해서는 정보수집이 제대로 이루어져야 하며, 수집된정보를 데이터베이스화하여 서로 공유할 수 있어야 한다. 정보수집이 제대로 이루어 지려면 최초 대응자 및 순찰기관 등은 안일한 태도가 아닌 사소한 정보가 테러를 방지할 수 있다는 신념하에 교육과 훈련을 통하여 정보를 수집할 수 있어야 하며, 객관적이고 합리적인 증거의 데이터베이스를 구축 및 공유할 수 있는 시스템을 통하여 테러용의자를 식별하고 예방할 수 있어야 한다. 따라서 미국의 대테러 대응체계를 뉴욕경찰을 중심으로 효과적인 대응 체계를 살펴본 다음 효율적인 정보수집방안과 정보수집 활용방안을 모색해 보고자 한다.

영문 초록

In order to response to counter-terror activities, to gather the information and spot as the culprit with the information that already have, then start on investigation to arrest culprit when the terror occur can be called as to be prepared countermeasure. Therefore, the most important when the terror occur is the organic combination that not only the role of first responders but the gathering information and analysis also have to connect with sharing it has to become as built the countermeasure system from co-respond to prevention. To be found in the United State that United State to be ready for counter-terror more density after 9•11. In this study will look for to establish counterterrorism bureau in New York Police, and to active in convergence headquarters that in role as pivot for to make national and regional environment to gather, analysis, and share the information in between federal and state, local, regional, tribal, and private partners. This study also will look for an organization that various law enforcement agencies are to work for the U.S. counter-terror consisting mainly FBI is to form as cooperative relationship. This study is also look for a joint counter-terrorism task force that to control terror occurrence in law enforcement agencies that have investigation authority for terror suspect of surveillance, communications interception, and investigation. To effectively counter terrorism, data should be corrected, stored and shared among related agencies before a systematic framework is established. In addition, educational training should be provided to those who will respond first to any terror attack for the purpose of making them understand any information, seeming not very important, could be a key to prevent terror attacks in advance. Then relevant information could be collected and stored to identify terror suspects and to prevent them. This paper looks closely into the system of the New Police Station which has built effective counter-terror system. It also suggests more effective way to collect and take advantage of data.
