근대 일본의 출판통제정책 연구

국문 초록

주지하는 바와 같이 1800년대 중반, 일본에서 수백 년 계속되었던 봉건제도를 타파하고, 최초의 통일국가인 천황제(天皇制) 절대주의국가를 수립했던 일본 역사상의 큰 변혁을 가리켜‘메이지 유신(明治維新)’이라고 한다. 봉건적 신분제도의 폐지와 징병제 실시, 산업에 관한 여러 제한의 철폐와 조세제도의 개정, 군사 및 주요산업의 국영화와 대자본에 대한 원조, 학제(學制)의 실시에 따른 서구 문명이식 등 일본 근대화의 초석을 다진 시기인 동시에 이를 계기로 해서 천황제 절대주의국가를 형성함으로써 제국주의로 나아가는 시발점이 되기도 하였다. 곧 일본의 근대적 통일국가 형성을 위한 기반으로서 경제적으로는 자본주의가 성립하였고, 정치적으로는 입헌정치가 시작되었으며, 사회·문화적으로는 근대화가 추진되었다는 긍정적인 평가와 더불어 국제적으로는 제국주의 국가가 되어 천황제적 절대주의를 국가구조의 전 분야에 실현시키게 되었던 것이다. 이러한 메이지 유신은 그 진행과정에서 국민 교육 및 계몽에 절대적으로 필요한 출판물의 융성을 불러일으켰고, 이는 또 한편으로는 출판물 검열 등 통제정책의 강화로 이어졌다. 여기서는 당시 제정되었거나 시행되었던 근대 일본의 출판관련 법제를 살펴봄으로써 면허 또는 검열제도 등 통제정책이 출판산업에 미친 영향을 진단해 보았다. 이를 통해 향후 일제강점기로 이어지면서 국내 출판법 제정등 우리 근대 출판의 여명기를 수놓았던 일제의 강압정책이 어떻게 태동하였는지 살펴보았다.

영문 초록

It is already noted that the s‘Meiji Restoration (明治維新)’refers to a great revolution in the mid 1800's throughout the history of Japan, which aimed to overthrow several centuries of feudal system that had dominated Japan, but achieved an ultimate goal to establish an absolutistic unified state for the first time in Japanese history under the rule of Emperor System. The age of Meiji Restoration is a crucial period for building up a foundation of Japan's modernization which involved abolishment of feudalistic social position system, enforcement of conscription system, abolishment of many restrictions over industrial activities, revision of taxational system, nationalization of military and other major industries, governmental supports for large capital, and transplantation of Western civilization owing to the implementation of advanced educational system. Furthermore, this age opened up a good opportunity to establish an absolutistic state under the rule of Emperor System ultimately toward imperialist regime. In other words, the Meiji Restoration has been positively recognized as a foundation for Japan to establish its modern unified state, because it opened up a chance for Japan to develop modern capitalism (in economic aspect), begin to operate constitutional government (in political aspect) and promote modernization (in sociocultural aspect). On the other hand, this age paved a way for Japan to grow up as an imperial state in international aspect until it could implement Japanese absolutism of Emperor System throughout all fields of national structure. The Meiji Restoration produced a flourish wealth of publications required absolutely for modern Japanese regime to educate and illuminate people during its progress of implementation. On the other hand, however, it resulted in reinforced control policies including censorship over publications. The purpose of this study was to investigate legal systems that were enacted or enforced during the age of Meiji Restoration with regard to modern Japanese publications, so that it could examine potential effects of control policies (including licensing or censorship system) on publication industry of modern Japan. Furthermore, this study sought to investigate how imperial Japan's coercive policies could be quickened over the dawning of modern Korean publications (including enactment of modern Korean publication laws) under the rule of imperial Japanese.
