재난자본주의와 희망의 문화정치노선

국문 초록

이 연구는 9ㆍ11과 카트리나 이후 미국 자본주의가 찾아낸 새 활로로서 ‘재난 자본주의’라는 개념과 그 재난의 경제학의 문제를 2011년 세계적인 재난의 풍경들을 성찰하는 작업을 통해 드러내고, 그 재난의 장소로부터 해결의 근거들을 찾아내고자 하였다. 2011년 3월11일 일본 후쿠시마 원전사태, 2011년 부산 한진중공업에서의 85호 크레인농성과 서울 강남지역에서의 수해, 특히 2009년 용산참사에서 확인된 바와 같이 도시개발 속에 도시민의 철거민으로의 전락상황 등은 재난의 가장 보편적인 풍경들이라고 할 수 있다. 따라서 이 논문은 이들 재난의 역사적 재생산구조를 제기하고, 도처에서 재현되는 재난의 광경을 전열하는 가운데 신자유주의 시대, 재난의 차이를 넘어 보편화의 문제를 사고하고자 하는 것이다. 그리고 이 연구는 이러한 문제의 보편성을 확인할 수 있는 장소로서 현실에 부재한 공유지 혹은 사회적 공론장에 주목하는데, 현실적 어려움을 넘는 주체들의 창조적 노력을 사이버공간을 비롯한 공간의 권리찾기 움직임으로부터 발견하고 그 동력학을 해명하고자 하는 것이다. 국가주도 ‘국민만들기’의 민족정체성 정치나 계급배제에 대한 계급정체성정치와 달리 유비쿼터스 시대 아래로부터의 정체성정치는 개체적 공간의 권리행사에 의한 문화정치의 거점들(SNS, 곧 트위터 등 social network system, 블로그, 팬덤 싸이트)의 창출, 곧 문화정치적 공간의 생산을 주도하였고, 시장의 회로가 아닌 시장과 광장의 절합을 통한 새로운 정치 생산양식을 창출해냄으로써 이를 주도하는 새로운 주체형성의 문제를 사고하게 한다. 따라서 이 논문은 기존 정치적 진보세력의 무기력상태와 더딘 행보를 문제 삼으며, 이들 진보세력이 ‘계몽’모드에서 벗어나 탈근대적 광장의 정치 스펙터클에 더 익숙 혹은 체현해내는 데 있어서 체질전환의 필요성을 제기한다. 무엇보다 역사적 진보세력들이 유연한 은형(隱形)모드로 전환(transformation)하여 새로운 정치세력화의 영역을 넓혀가고, 새로운 문화정치의 주체들과 창조적 융합(convergence)과 연대의 장을 열어갈 시점임을 역설하며, 그러한 정치적 전환의 경로를 희망의 문화정치노선으로 명명하는 것이다.

영문 초록

This paper deals with the concept of ‘disaster capitalism’ and the issues of disaster economics developed in US capitalism following 9.11 and Hurricane Katrina in 2005. It reflects on the landscapes of disaster in 2011 and seeks resources to resolve problems through attention to the experiences of such disasters. Various scenes of global disaster are as follows: the Fukushima nuclear disaster of 11 March 2011, the 309-day high-rise crane protest in the Youngdo shipyard of Hanjin Heavy Industries and Construction in 2011, organized by Jin-Suk Kim, a member of the direction committee of the Korean Confederation of Trade Unions, landslides in Kangnam area caused by the downpours in the summer of 2011, and the Yongsan disaster where six people died in clashes between the police and protesters in a redevelopment zone in Yongsan, Seoul, on January 20, etc. In particular, given the scenario of the Yongsan disaster wherein the city residents became evicted in the process of the regeneration of the city it would be the fitting to view this in the context of universal spectacles of disaster in the era of dominant neoliberalism. In this sense, this paper considers the historical reproduction structure of disaster within the displays of represented disaster spectacles, and suggests a focus on universalization over differences in disasters in the neoliberal era. This paper argues that public space or the social public sphere is worthy of notice as space to confirm the universality of these problems. It is especially important to explain such dynamics in the sense that struggling subjects, in reality, engage in creative efforts in the fight for spatial rights in cyberspace and other spheres. Unlike the politics of national identity led by state-driven ‘national making’ processes or the politics of class identity based on the exclusion of class, grassroots identity politics in ubiquitous times creates diverse bases of cultural politics (SNS (i.e. twitter), blog, fandom sites) brought about by individual space rights, and develop the production of cultural political space. This change suggests a new form of the production of politics via the articulation of markets and agora rather than the mere channel of the market, and leads us to consider the possibility of a new subject formation. Therefore, this article critically questions the existing political progressive groups’ state of torpor and slow movement, and raises the necessity of a transformation freed from the ‘Enlightenment’ mode to practice the political spectacles of postmodern agora. Above all, historical progressive groups should widen the areas of politicization power by transforming themselves to a more reflexive concealment mode, and this is therefore the time to construct a creative convergence through new subjects of cultural politics and to consolidate the field of solidarity. This attempt of political transformation has to be valued and is to be named the cultural politics of ‘hope’.
