교육감 주민직선제 주요 쟁점과 향후 과제

국문 초록

본 연구는 2010년 6월 실시된 전국동시 교육감 선거결과를 중심으로 교육감 주민직선제의 주요 쟁점과 향후 과제를 분석하는 것을 목적으로 하였으며, 연구의 결과는 다음과 같다. 교육감 주민직선제의 주요 쟁점으로 첫째, 주민대표성 확보는 투표율 상승으로 표면적 주민대표성은 확보하였으나 관심도는 낮아 주민대표성의 내실화에는 미흡함이 있었다. 둘째, 교육 자주성 확보는 정당 정치의 영향으로 인하여 교육감 선거가 정당 선거에 예속되어 교육 자주성이 상당히 훼손되었다. 셋째, 교육 전문성 검증은 공교육 내실화와 관련된 공약으로 유권자의 관심도 제고와 함께 후보자의 교육관과 전문성을 검증할수 있는 기회가 되었다. 넷째, 선거비용은 후보자 개인이 감당하기 어려운 경제적 부담으로 작용하였 다. 교육감 주민직선제 향후 과제로는, 선출방식은 주민직선제 대안 논의보다 안정적인 정착이 우선되고, 선거운동 방식은 정당 정치의 영향에서 벗어나도록 차별화되고 교육적으로도 모범을 보일 필요가 있으며, 후보자 자격에 비정당원 및 교육경력 조항을 강화하여 교육 전문성을 검증할 제도적 장치를 마련하여야 하고, 선거비용은 후원금제를 보완하여 후보자의 경제적 부담을 완화시켜야 한다.

영문 초록

Major issues of the direct superintendent election by residence are as follows. First, the representativeness of residence has been secured on a superficial examination owing to rise in voter turnout, but it has left much to be ensured in the internal stability of representativeness due to low level of concern. Second, for the security of education independence, the election for superintendent has been subordinated to the party election under the affection of party politics. Third, with the electoral commitment related to the internal stability of public education, opportunities have been given to attract the concern of residence voters and to verify the vision of education and professional capability of candidates. Forth, the election expenses have acted to each individual candidate as an uncontrollable financial burden. As the future tasks of the direct superintendent election by residence, the election method should be preferentially settled in a stable manner rather than focusing a discussion on alternatives against the direct election by residency, and it is necessary that the election campaign should furnish an educational model so as to be free from the affection of party election. Finally, the systematic devices should be provided to verify the educational profession capability by restoring the provisions regarding candidate's qualification of non-party member and educational career, and current sponsorship system for collecting election expenses should be complemented to mitigate the candidate's financial burden.
