영문 초록

We had the vote on the issue of consolidation of many cities and countries in 1994. Because the merge of two districts results in changes of public service level and social and economic circumstances, the vote results give a rare opportunity to learn people's demand for local public goods. Understanding the determinants of yes or no votes may make us predict the results of consolidation issues occuring in other areas. Logit method is used to figure out the determinants of yes votes. Population size, the rate of water supply, and the number of welfare recipients are the significant parameters. Population size has negative sign, which means that people perceives diseconomy of scale after merging of two districts. The negative sign of the number of welfare recipients shows the disfavor of income distribution.
