협조적 게임이론에 의한 선사의 시설사용료 우대 방법

국문 초록

비용회수방식의 사용료산정체계를 활용하는 우리나라의 항만은 12시간 이내 접안선박에 대해 총톤10톤당 외항선 340원, 내항선 114원을 사용료로 부과하고 있다. 그러나 이러한 사용료체계는 실제 비용을 보전시키기에 미흡하며, 마케팅 전략도구의 역할도 수행할 수 없다. 이에 본 논문에서는 비용회수와 시장 지향적 가격체계를 병행하는 방식으로 협조적 게임이론의 비용배분방법을 통해 항만의 공정한 시설사용료 산정방식을 연구 한다. 현행 사용료체계가 항만의 주요 고객인 선사들의 항만에 대한 공헌도를 반영하지 않기 때문에 본 연구에서는 시장중심 가격체계에 따라 항만에의 공헌을 기준으로 선사의 사용료를 공정하게 우대해 줄수 있는 방법을 제시한다. 개발된 모형과 산정방법은 광양항 컨테이너부두에 적용하여 실제 활용방안을 모색하고 추후 연구 과제를 검토한다.

영문 초록

All Korean seaports are using the cost recovery as a port pricing system. They charge 340 won per 10 gross tonnage for berthing within 12 hours on an ocean-going ship and 114 won on a coastal ship. However, this charging system is not appropriate to recover the actual cost and cannot perform the role of tools in marketing strategies. To improve former strategies, this study tries to provide a fair port pricing system by the cost allocation method in a cooperative game theory to achieve simultaneously the cost recovery and market-oriented pricing. This paper aims to present a fair preferential method on the port charges of carriers which is based on the contribution to a port by the market-oriented pricing system, since the current port charging system does not reflect the contribution of carriers to the port. The actual usages are being considered to apply the developed model and systems on the Gwangyang Container Port. Finally, the future studies are examined.
