국문 초록

이 논문의 목적은 시ㆍ도교육청의 지방교육채 발행 및 상환제도에 대한 개선방안을 모색하는 데 있다. 이를 위하여 2010년 지방교육재정 분석자료를 활용하여 지방교육채 발행 및 상환의 실태와 문제점을 분석하였다. 세입결함 보전 차원의 지방채는 교과부가 지방채를 승인하고 교부금으로 지원하는 방식을 유지하되 지방채 이자는 교특회계가 부담하는 방안 또는 교과부가 지방채를 승인하고 교부금으로 지원하는 방식을 폐지하되, 지방채를 시ㆍ도교육청 자체 판단에 의해 자신들의 책임으로 발행하는 방안을 제시하였다. 사업비 조기 집행차원의 지방채는 무분별한 지방채 발행을 억제하기 위해 지방채 원리금을 사후에 지원하도록 개선하는 방안을 제시하였다. 지방채 조기상환은 감채기금조례에 의한 방안과 「지방재정법」 제52조에 의한 방안 중에서 시ㆍ도교육청의 실정에 맞게 선택하도록 하였다. 또한, 지방채 발행 한도액 산정 시에 자체발행 지방채와 함께 BTL사업 지급금 중 자체부담분을 채무부담행위에 포함시킬 필요가 있음을 밝혔다.

영문 초록

The purpose of the study is to search for improvement measures on issuance and redemption system of local education bonds. The data and consequences of 2010 financial analysis by local education offices were used in order to accomplish the purpose. Two issuance and redemption systems of local bonds for revenue-deficit covering were recommended. One is the measure which maintains the system that MEST(Ministry of Education, Science, and Technology) approves the issuance of local bond and delivers the principal by local educational grant, but let the local education offices pay the interest. The other is the measure which abolishes the system that MEST approves the issuance of local bond, establishes the system which local education offices issue and redeem the local bond at their discretion. In the case of issuing the local bond for early project performing, the system that MEST delivers the principal by local educational grant after the project was suggested. There are two measures of advanced redemption of local bond, one is by ordinance of an amortization fund, the other is by Local Finance Act §52. This study suggested that local education office could select between two measures. Finally, I recommended that it is necessary to calculate the maximum limits of local bond to include the payment amount of self-burden BTL Project.
