이명박 정부 시기의 종교갈등 사례와 그 해소를 위한 실천방안

국문 초록

종교갈등은 종교집단들 간 갈등, 하나의 종교집단 내 갈등, 종교집단과 더 큰 사회 간 갈등 등으로 구분하여 설명할 수 있다. 그런데 이명박 정부 출범 이후 한국사회에는 그동안 잠재해있던 종교갈등이 표면화하면서 개신교와 불교 간 그리고 불교와 정부 사이에 갈등이 증폭되고 있다. 이에 본고는 종교집단들 간 갈등, 그리고 종교집단과 더 큰 사회 간의 갈등에 초점을 두고 이명박 정부 시기의 종교갈등과 그 해소방안을 연구하고 있다. 이명박 정부 들어 증가한 불교와 개신교 간 갈등사례들은 땅 밟기와 성시화(聖市化) 운동으로 범주화가 가능한데, 우발적이 아닌 성경에 전거를 두고 이루어졌다는 점에서 문제의 심각성이 존재한다. 또한 불교ㆍ개신교와 정부 간 갈등사례들은 정부의 종교편향과 국고지원의 적합성 논란으로 범주화가 가능한데, 이는 종교의 중립을 유지해야 하는 정부를 매개체로 양 종교 간에 갈등이 빚어지고 있다는 점에서 문제의 심각성이 존재한다. 이명박 정부 출범 후 표면화된 종교갈등 사례들의 발생에는 이전부터 잠재해있던 한국개신교 근본주의의 배타성와 상대 종교에 대한 무지 등과 근래에 심화되고 있는 힌국종교시장의 경쟁화, 개신교의 영남권 선교 공격성 강화, 그리고 장로 이명박 정부의 출범으로 인한 개신교의 사회 주류의식 심화와 불교의 위기의식 표출 등이 복합적ㆍ유기적으로 작용하고 있다. 필자는 이러한 원인과 사례들을 분석하여, 불교와 개신교 간 갈등해소를 위한 종교집단의 실천방안으로 종교협력운동의 대중화와 이웃종교에 대한 교육과 학습을 고찰하였다. 또한 불교ㆍ개신교와 정부 간 갈등해소를 위한 종교집단과 정부의 실천방안으로는 종교의 국고 지원 의존 탈피를 통한 홀로서기, 공직자 종교차별 예방교육의 지속ㆍ확대와 종교차별 공무원 징계의 법규화, 증오범죄법 제정을 고찰하였다.

영문 초록

The religious conflicts can be categorized into the conflicts between different religious groups, the conflicts within the religious groups, and the conflicts between a religious group and the larger society. Since the inauguration of Lee Myung-bak administration, latent religious conflicts have risen to the surface, and the conflicts between Protestantism and Buddhism and the conflicts between Buddhism and the government are beco ming intensified. So this paper examines the religious conflicts during the Lee Myung-bak administration and solutions to them, focusing on the conflicts between the religious groups and the conflicts between the religious groups and the larger society. The cases of conflicts between Protestantism and Buddhism that have intensified since Lee Myung-bak government came to power can be categorized into the Prayer Walking and the Holy City Movement, and the magnitude of the problem lies in the fact that these movements are taking place not by chance but based on the authority of the Bible. The cases of conflicts between Buddhism, Protestantism , and the government can be categorized into the government’s religious bias and the controversies over the appropriateness of government support, and the seriousness of the problem consists in the fact that the conflicts between the two religions are caused by the government, which should be neutral about religions, but instead acts as a vehicle for the conflicts. The religious conflicts that have surfaced since the inauguration of the Lee Myung-bak government have been caused by various complex and organic factors such as latent exclusiveness of Korean Protestant fundamentalism, ignorance about the other religions, recently intensified competition in the Korean religion market, reinforcement of Protestants’ missionary aggressiveness in the Yeongnam region, intensified social mainstream consciousness of Protestants caused by the inauguration of Lee Myung-bak, an elder of a church, administration, and expression of consciousness of crisis on the part of Buddhism. This researcher analyzed these causes and cases and examined popularization of the religious cooperation movement and education and learning about the neighboring religions as action plans of the religious groups to solve the conflicts between Buddhism and Protestantism. And as action plans of the religious groups and the government attempt to solve the conflicts between Buddhism, Protestantism, and the government, I examined the self-reliance of religion to be freed from government support, continuance and expansion of preventive education on public officials against religious discrimination, legislation of disciplinary actions for public officials discriminating against religions, and enactment of hate crimes law.
