대학 통일교육의 패러다임 시프트

국문 초록

한반도를 둘러싼 대내외 통일환경이 급변하고 있다. 먼저 국제정치 환경적으로 유럽은 독일통일과 유럽통합으로 전례없는 안정과 번영을 구가하고 있으나, 동아시아는 미중간의 갈등이 노정되고 있고, 남북관계도 경색된 긴장국면에서 헤어나지 못하고 있다. 한반도는 분단체제관리에서 분단체제해체로 전개되어야 하는 상황임에도 오히려 냉전의 잔설이 여전히 남아있어 분단체제의 고착화가 우려되고 있는 실정이다. 지난 해 8ㆍ15경축사에서 통일비용ㆍ통일편익에 대한 담론이 형성되고 있으나 통일지향적으로 이어지기까지 현상황에서는 장애요소가 너무 많아 보인다. 그러나 계획경제의 붕괴와 주민의식의 이완 등 북한의 변화와 국제질서의 변화 그리고 전후 신세대의 가치관 변화는 대학의 통일교육에 대한 패러다임 시프트(Paradigm Shift)를 요구하고 있다. 통일교육의 진척을 위해서는 우리 사회 구성원들이 다른 체제와 인식을 하고 살고 있는 북한의 다른 생활 세계에 대해 잘 이해하여야 한다. 또한 남한에 살고 있는 보수나 중도 그리고 진보에 대해 서로 이해하려는 노력이 필요하다. 또한 통일을 위하여 남북관계의 특수성과 국제사회의 보편성을 균형있게 결합하고, 국민적 합의기반을 강화하면서 남북관계와 국제협력의 조화를 이룰 수 있도록 하여야 한다. 그리고 통일에 따른 비용과 편익의 총체적 이해와 인식을 증진하기 위한 교육도 더욱 강화되어야 한다. 통일비용에 대한 오해는 통일로 오는 통일편익과 분단비용의 해소를 간과하거나 과소평가하는 데서 비롯된 측면이 강하므로, 통일비용 자체에 대한 이해만이 아니라 통일에 따른 비용과 편익의 총체적 이해와 인식이 중요하다.

영문 초록

Lee Myung-bak administration suggested a new paradigm which is called “Changeover from managing division of territory to preparation of reunification”. Obviously, there is so many obstacles that the discourse, which was posed in the congratulatory message of last year’s National Liberation Day Celebrations, can hardly reach the range of reunification-oriented one. However not only the change of North Korea such as collapse of planned economy and disintegration of citizenship, but also switch of postwar generation’s values and global circumstances require us to make a Paradigm Shift in college education over reunification. For the progression of reunification education, we who are the members of society, should apprehend the North Korea’s system and ideology that are quite different from ours. In addition, we have to manipulate the uniqueness of relation between South and North korea and the universality of the global circumstances in unbiased point of view. As be told, we should keep our balance between South-North relation and global cooperation. we, meanwhile fortify national consensus over the reunification. At last, it is needed to have overall awareness and comprehension over the cost-benefits of reunification not just the cost because conventional wisdom mostly comes from biased analysis underestimating benefit or ignoring counterbalance between them. Therefore, education for cost-benefits comprehension must be reinforced as well as mutual understanding among Conservative, Progressive and Moderate in South Korea.
