국문 초록

북한에서 음악은 단순히 즐기는 것이 아닌 중요한 정책 선전 수단으로 여기에는 북한의 상황과 정책이 잘 담겨있다. 그리고 김정일은 자신의 의도를 국민들에게 지도하기 위해 활동한다. 그래서 김정은이 공식 등장한 이후 김정일이 관람한 공연에서 연주된 음악들을 살펴서 강성대국의 대문을 열어야 하고 후계체계를 안정적으로 구축해야하는 북한의 경제상황과 경제발전전략을 알아보았다. 현재 북한경제는 장기간에 걸친 침체기에 들어가 있으며 이를 벗어나기는 힘들어 보인다. 거기에 이미 심각하게 악화되어 있는 전력과 원자재, 식량 등의 부족은 북한경제의 전망을 더욱 어둡게 하고 있다. 그래서 북한은 이를 극복하고자 “천리마운동”과 “과학기술발전” 그리고“경공업의 발전과 인민생활향상” 이라는 카드를 꺼내들었다. 과거의 방식인 “천리마운동” 방식의 한계는 분명하므로 “과학기술발전”을 전면에 내세우고 경공업발전과 인민생활향상을 내세워 천리마운동방식의 한계점을 극복하려고 하고 있는 것으로 보인다. 이러한 북한의 경제발전전략은 김정은의 등장이후에도 커다란 변화가 없을 것으로 예상된다. 외부로부터의 강력한 지원을 얻어낼 수 없고 스스로 개혁과 개방을 선택할 수 없는 상황에서 이러한 전략이 북한이 선택할 수 있는 최선의 방법이기 때문이다.

영문 초록

Music in North Korea is not a mere form of entertainment, but instead is used as an important tool to promote their policies, reflecting North Korea’s current situations and policies. Also, the purpose of Kim Jong Il’s various acts is primarily to instruct his intentions to the people. Therefore, a study was conducted by reviewing music played in performances viewed by Kim Jung Il, since his formal introduction and entry to consider North Korea’s current economic situation and strategies for economic development that aims to enable a transformation to a “Strong and Large Nation” and stabilize the transfer of power to Kim Jung Eun. Currently, the North Korean economy has been in a state depression for an extended period of time and it appears to be difficult to emerge out of this state. Additionally, the prospects are grimmer when considering the grave lack of electricity, natural resources, and food. Therefore, North Korea came up with campaigns named “Cheonrima Campaign” (“400 ㎞ horse”), “Scientific Technology Advancement,” and “Development of Industry and Improvement of People’s lives.” Since the limitations of “Cheonrima Campaign” that follows old practices are obvious, it appears that “Scientific Technology Advancement” is promoted foremost instead and also industrial development and improvement of people’s lives are pursued to overcome the limitations of following only Cheonrima Campaign’s methods. Such economic development strategy is not expected to experience major changes after Kim Jung Eun’s rise to power. This is because such strategies are the best option North Korea has considering the country’s current situation, where it cannot draw out strong support from the outside and cannot choose reformation or an open-door policy on its own.
