국문 초록

전쟁은 변화 가능한 현실이다. 전쟁의 본질은 그 시대나 문명의 지배적인 패러다임에 의해 결정된다. 전쟁은 변화해 가고 새로운 면이 부각된다는 본질에는 논쟁이 있다. 이러한 전쟁의 새로운 면은 종종 불균형을 이루고 불명확한 본질을 나타내기도 한다. 1990년대 이래 우리는 전 세계에서 이러한 분쟁의 새로운 면을 관찰해왔다. 이 연구는 새로운 면이 부각되는 전쟁의 본질을 이해하고자 한다. 또한 근대 사회와 전근대적 사회 사이에서 발생한 충돌의 시대적 갈등에 대해 논의하고자 한다. 이슬람 근본주의자들은 전근대적 사회의 정신을 대변하는 반면에 미국은 근대 사회의 정신을 나타내는 협력과 동맹을 주창한다. 근대 사회의 정신은 새로운 갈등과 대립의 본질을 이해하는데 확실히 한계가 있는 것 같다. 근대 사회의 정신은 일반적인 현실의 목적을 이해하는데 독특한 방법을 가지고 있고, 특히 전쟁에서 더 그러하다. 이러한 독특한 방법은 전쟁을 효율적으로 해결하거나 이해하는데 주된 장애요인이 되었다. 이러한 경우는 미군에서 볼 수가 있고, 테러리즘과 반란에 대한 현재의 분쟁에서 상당히 어렵게 경험하였다. 이중적이고 평행한 분쟁은 존재한다. 전쟁은 동일한 장소와 시간대에 발생하지만, 서로 다른 목적과 수단의 분쟁이 다른 결과를 발생시킨다. 그래서 근대 사회의 군대는 그들이 정의하는 전쟁에서 성공적인 결과를 생산할 수 있을지는 몰라도 현실에서는 전쟁의 정의가 다른 의미에서 전쟁의 본질 때문에 패배할 수도 있다. 이러한 전쟁에서 근대 사회의 군대를 위한 첫 번째 단계는 근대 사회의 영역을 넘어선 사상을 고려해야만 하는 것이다. 근대 사회의 군대는 현재의 갈등과 전 근대사회의 적에 대한 진정한 의미의 본질을 이해해야만 한다. 반란에 대한 수단과 방법은 핵심적인 부분을 지적하는 데에서 발달할 수가 있다. 이 연구에서 이러한 이슈에 대해 제시할 것이다.

영문 초록

War is a changeable reality. Its nature is determined by the dominant paradigm of each epoch or civilization. There have been arguments that the nature of war has been changed and a new mode of warfare is emerging. This new mode of warfare is often asymmetric and has a blurring or fuzzy nature. Since 1990, we have observed and heard this new mode of fights around the world. The paper tries to understand the nature of emerging new mode of warfare. This paper argues that the contemporary conflict is the clash between the modern mind and non-modern(or anti-modern) mind. Islamic fundamental ist network represents the non-modern mind, while the U.S. led allies represent the modern mind. The modern mind seems to have a certain limitation to understand the nature of the new conflict and its new opponent. The modern mind has its peculiar way to understand objective reality in general and war in particular, which becomes a primary obstruction to understand or effectively deal with war. This is the case for the U.S. army and its allies to experience substantial difficulties in the current fight on terrorism or insurgency. There exist dual and parallel fights. War occurs in the same space and time but both sides conduct different kinds of fight with different goals and means. Thus, the modern army may produce successive outcome under their way of war-definition but in reality the same army may lose the war because the nature of game is different from its way of definition. Thus, the first step for the modern army in this warfare should be thinking beyond the boundary of modernity. For doing so, the modern army should understand the true nature of the current conflict and its non-modern enemy. Counter-insurgency measures and policies can be developed from that point. This paper will address these issues accordingly.
