해외파병 한국군대상 인질테러 대비방안 연구

국문 초록

본 연구의 목적은 해외파병의 시대를 맞고 있는 한국군 파병장병을 대상으로 국제 테러조직으로부터 발생할 수 있는 인질테러에 대한 군의 효과적인 대비방안을 제시하는데 있다. 이를 위해 인질테러에 대비 사전 예방차원의 정보관리와 군 인질협상기구 구성 및 협상전략, 협상 결렬시 강제진압작전 수행 방법, 테러 관계법제 등을 연구해 보았다. 연구방법은 문헌연구를 통해 한국군 파병지역에서 주로 활동 중인 탈레반 등의 테러조직과 그들의 테러전술, 한국군 해외파병 실태, 파병지역의 테러환경 및 피해사례 등에 대해 알아 본 후 국제 인질테러에 대한 예방 및 테러발생시 조치사항을 중심으로 분석하였다. 이를 기초로 아프가니스탄 등 파병 군인을 납치한 후 지방재건팀(PRT)의 철군, 탈레반 수감자의 석방, 인질몸값으로 금전요구, 아프가니스탄 내 선교활동 중단 등의 요구에 대비하여 다음과 같은 대책을 제시하였다. 첫째, 장병 납치 시 군 대비방안으로 중동지역 주요 테러단체의 조직 정보관리 등 테러리스트 및 테러조직의 프로파일링이 구축되어야 하며, 둘째, 파병 장병의 인질발생에 대비한 위기협상의 구체적인 매뉴얼과 군 협상기구의 모형이 필요하고, 셋째, 중동지역 관계국 및 정보기관과의 외교적 채널 유지와 유력인사 및 영향력 행사가능한 채널의 확보, 넷째, 체계적인 인질협상 전략 구축과 인질협상 실패 시 강제진압에 의한 인질구출 대책 강구, 다섯째, 테러방지법의 제정과 협상시스템 및 협상의 성공적인 조건 구비, 대(對)테러 진압조직 및 인질협상팀 강화 등 테러 관계법의 제도적 보완 등이 필요함을 알 수 있었다. 앞으로 한국군의 해외파병은 국제사회의 요구에 따라 지속적으로 필요하게 될 것이다. 따라서 파병장병에 대한 인질테러의 위협은 증가할 것으로 예측되고 있어 다양한 형태의 연구가 필요하다고 판단된다.

영문 초록

The aim for this thesis is to provide efficient preventative defense mechanism against the hostage terror on the ROK Army soldiers deployed to the Mideast. For this purpose, this thesis provides answers: preventative military information management, military hostage negotiation’s organizational structure and its strategy, operation for compulsory repressions when the negotiation fails, and anti-terror laws. Prior to the solution, the thesis studied the strategy and the structure of the Taliban and other major terrorist organizations of the deployed are, current condition of the deployed ROK Army soldiers, the terrorist's capacity, and prior damage caused by terror. Through many case studies, this thesis analyzes how ROK and other governments prevented and reacted to hostage terrors. This research provides few ways to react to terrorists’ requests such as ransom, withdrawal of the ROK Army PRT troops, discharge of Taliban prisoners, and/or suspension of missionary work. First, in order to effectively confront the terrorist, detailed information, profile, and data base of the major Mideast terrorist organizations must be collected. Second, specific protocols for military personnel hostage negotiations and structure of military negotiation organization are required. Third, ROK military and the government must establish communication channel with near-Mideast nations, influential personnel, and other international organizations. Fourth, establishment of a strategy for hostage negotiation and measures to rescue hostage by compulsory repressions when the negotiation fails. Fifth, establishment of anti-terror regulations and preventative measures, anticipation of the terms of negotiation, strengthening of the anti-terror suppression and negotiation team, and reconstruction of anti-terror laws is required. There will be increasingly more ROK military deployment as the demand from this global world rises and deployed soldiers will be exposed to greater danger of hostage terror; therefore, more profound research for such topic is required.
