지하철 테러안전 대책에 관한 고찰

국문 초록

지금까지 지하철은 물론이고 국내에서 발생된 테러는 북한의 도발적 행위를 제외하고는 아직까지 발생된 적이 없다. 그러나 우리나라에 대한 테러조직들의 지속적인 위협을 감안해 볼 때, 낙관적이지만은 않다. 특히, 테러리스트들의 테러 유형이 경성 목표물에서 연성 목표물로 변화되는 추세를 감안하면 대중교통수단 중 지하철은 테러로부터의 안전대책이 절실히 필요하다. 우리는 이미 각국에서 지하철을 대상으로 한 테러사건들을 목도하였다. 이러한 테러사건들은 인적, 물적 피해 등 엄청난 결과를 낳았다. 따라서 본 연구는 테러의 피해를 최소화하기 위해 각국에서 발생된 지하철 테러사건의 사례를 분석한 후, 지하철 테러 위협 대비 방안을 제시하는데 그 목적이 있다. 각국의 지하철 테러 사례를 바탕으로 우리나라의 지하철 테러 위협에 대한 대비방안을 사전적 측면과 사후적 측면으로 구분하여 제시하면 다음과 같다. 사전적 측면에 있어서는 첫째, 생화학무기의 사용 가능성에 따른 법률안 제고, 둘째, 테러안전 교육프로그램 개발, 셋째, 자발적 테러안전의식 고취 확산, 넷째, 시민신고 포상금 제도 확대, 다섯째, 테러발생 대비 훈련체계 확립 등이다. 사후적인 측면에 있어서는 첫째, 피해보전금 마련, 둘째, 부상자 및 유가족들의 장기적인 관리시스템 마련 등이다.

영문 초록

There has never been a serious terror incident in South Korea discounting continued provocation from the North. However, with continuous threats against more developed nations, South Korea can’t be so optimistic. Especially now, since the targets of such attacks are changing from hard to soft, military to civilian, plans for safer subways should be introduced. Attacks on subways have happened around the world. These terror incidents cause a huge loss of life and property, not to mention destabilizing the general populace’s notion of safety. Therefore, the aim of this study is to analyze examples of terrorism on subways in each nation and present measures to deal with terrorism on subways. The following are plans for dealing with a terrorist attack in Korea based on previous examples of terrorism in subway tunnels. They are presented in both prior and subsequential aspects. There are a number of steps to address prior to any terrorist activity. First, anyone who uses chemical or biological weapons should be subject to legal penalty. Second, a program of safety education on terrorism must be developed. Third, the government needs to keep citizens aware of security during acts of terrorism. Fourth, a reward should be given to anyone who reports any suspicion. Fifth, training regimes for an attack by terrorist groups should be established. Subsequent to any attacks, the government needs to pay for the damage to the injured, the victims or their families, and provide a long-term management system to care for them.
