국문 초록

이 글은 남한, 북한, 중국 등 세 나라들의 협력 중요성과 필요성을 논하는 데 초점을 두고 있다. 왜냐하면 동북아시아 지역의 정치ㆍ경제 질서가 새로운 방향으로 전환하려는 시점에 있기때문이다. 동북아시아 지역은 ‘비정상’ 국가들의 대내외관계가 미국의 국제전략이익에 의해 영향을 받아온 독특한 지역이다. 지난 60여년 동안 한국과 중국은 각기 분단의 고통을 안고 살아왔으며, 중국과 북한은 미국의 견제를 받아왔고, 일본은 국가주권을 제대로 행사하지 못하고 있으며, 식민통치시기의 유산으로 인해 일본은 지역국가들과 계속해서 마찰을 빚고있다. 러시아는 이중적인 정체성으로 인해 지역국가들과 뭉치지 못하고 있다. 또한 한국과 일본은 미국에 의존하여 안보 및 경제 이익을 추구해왔다. 미국의 영향력에 의해 형성된 동북아 구조는 현재 동북아국가들의 성장과 변화로 인해 새로운 틀로 교체될 것을 요구받고 있다. 그러므로 ‘정상국가화’를 추구하는 동북아국가들의 움직임이 가져올 위험부담을 최소화하고 공유할 수 있는 혜택을 극대화하기 위한 방안이 모색되어져야 한다. 두 개의 한국과 중국은 마치 세 개의 서로 다른 소리를 내는 악기들이 삼중주의 화음을 만들어내는 것처럼 화합과 협력의 관계로 발전할 필요가 있다. 그것은 규범차원의 주장이 아니라 현실적 필요에 기반한 합리적 요구라 할 수 있다. 3개국의 공통 관심 영역을 확대하고 공통이익 추구를 위한 협력 메커니즘을 강화할 때에만 기존에 존재해 온 3개국간 갈등의 문제들이 해소될 것이다. 특히, 남북통일은 동북아시아의 지역 안정과 지역 개발을 위한 3개국 협력과정에서 결정적인 돌파구로 기능할 것이다.

영문 초록

The primary focus of this article is to address the necessity and importance of cooperation among the two Koreas and China who are unfamiliar with close consultations on their common interests. The Northeast Asian region, whose politico - economic order in transition, consists of all ‘handicapped’ actors whose internal and external relations are defined - directly and indirectly - by the expanded capabilities and interests of the United States, that is, the global superpower. What is currently causing the transformation of the traditional architecture in Northeast Asia is the desire by each of those ‘handicapped’ states to turn itself to a ‘normal state.’ Among many, the Republic of Korea(ROK), the Democratic People’s Republic of Korea(DPRK) and the People’s Republic of China(PRC), that are all geographically linked, are increasingly requested to develop their communication skills in dealing with conventional and non-conventional issues for their common interests such as economic development and regional stability. Especially, Korean reunification may serve as a critical breakthrough for the facilitation of multilateral cooperation among not only the trio but also many other concerned parties.
