“G2”로 부상(浮上)한 중국의 한반도 저글링

국문 초록

한ㆍ중ㆍ일 3국의 1989∼2009년 기간의 명목 GDP 증가율을 비교한 데이터를 보면 한국은 20년 동안 3.5배 증가했고, 일본은 1.6배, 중국 10배 증가했다. 현 추세가 유지된다면 2030∼40년경에 중국의 경제력이 세계 최고가 될 것이다. 그러나 중국의 국제정치적 영향력은 아직 경제적 영향력만 못하다. 그런데 미국의 패권은 아직 완전히 쇠락하지는 않았으나 미국이 세계질서를 확정짓지는 못하는 수준으로 추락했다. 중국의 경제 성장은 미국과의 관계에 있어서 위상 변화를 가져왔다. 오바마는 세계 경제위기를 극복하기 위해 중국과 거래해야 하는 형편이다. 중국의 “G2” 부상에 따라 국제사회가 중국을 바라보는 시각은 “중국위협론” 혹은 “중국붕괴론”에서 “중국책임론”으로 바뀌고 있다. 향후 중국의 미래가 중국 자신과 타국에 대해서 영향을 끼칠 것이기에 중국은 국제사회에 좀 더 책임을 지는 자세가 필요하다. 이와 더불어 중국은 향후 동북아의 패권국가로서 지역적 책임도 부담해야 한다. 중국에게 있어 한반도 안정은 미국과 불가분의 관계를 맺게 한다는 점에서 중요하다. 북한이 극단적 방법으로 한반도의 안정을 깨는 모험을 감행하는 경우, 중국과 미국은 어쩔 수 없이 직접 충돌하게 될 것이다. 따라서 중국이 북한을 도와 북한의 경제와 외교 노선이 중국의 영향권내로 들어오도록 하는 것이 중국의 북한에 대한 최고 외교 전략이 될 것이다. 그런데 중국정부는 2010년에 있었던 북한에 의한 천안함 폭침이나 연평도 포격과 관련하여, 북한에 책임을 묻고 벼랑끝 전술의 중단을 조언하기 보다는 6자회담 소집을 주장했다. 이는 지나친 불간섭주의이다. 중국이 국제사회로부터 “책임지는 대국”이자 평화수호 세력으로 인정받으려면, 한반도의 군사적 긴장이 높아지고 있는 현실에서, 중국은 남북한을 양손에 쥐고 저글링(juggling)을 할 게 아니라 지렛대 역할을 해야 한다. 중국이 북한의 대남 침략 및 위협을 방지하려면,일방적 원조를 하지 말고, 중국 정부가 스스로 내세우고 있는 “상황자체의 시비곡직에 따라 자신의 입장을 확정 짓겠다”는 외교 방침에 충실해야 한다. 그런데 최근 들어 중국의 對한국 전략의 기저에는 우리나라의 힘이나 비중을 예전보다 낮추어 보는 경향이 나타났다. 이에 대응하기 위해 우리는 주변국과 균등한 관계를 유지하면서, 미국과의 전략적 특수 관계도 지속해야 한다. 나아가 미ㆍ중 양국 사이에서 그들이 우리와 파트너십을 갖고 싶도록 만드는 방안을 모색해야 할 것이다.

영문 초록

According to a comparison data of the nominal GDP growth of China, Japan, and Korea in the 1989 2009 period, Korea ∼ increased 3.5-fold in 20 years, and Japan is 1.6 times, China has increased by 10 times. If current trends persisted, the economic power of China circa 2030∼40 would be the best in the world. However, China’s international political influence as the economic impact is not big yet.T he position of the United States has not yet disappeared from the world hegemony.B ut, because America’s power has been weakened, she cannot resolve the world issue any more. China’s economic growth brought a change of phase in a relationship with theUnited States.I n order to overcome the global economic crisis, the America must deal with the China.A s China becomes G2, “China threat theory” or “China collapse theory” disappeared and “China’s responsibility” has emerged in the international community.B ecause the future of China will have influence on China and other countries, China is required more responsible attitude in the international issues. In addition, China’s hegemony in Northeast Asia will have to pay local responsibility in the future.T he stability of Korean peninsula is very important from the perspective of China, because it makes the U.S .a nd China to be an integral relationship.I f North Korea break the peace between two Koreas by a extreme way, China and the United States will be forced to hire a direct hit.Ther efore, in order to North Korea will be included within the China’s sphere of influence, China to help North Korea in variety of ways will be China’s best strategy. The Chinese government insisted to hold the six-party talks instead of blaming North Korea’s acts of aggression that detonated the battleship “Cheonan” and stroke the “Yeonpyeong” island in 2010.It was too much non-interference. If China to be considered “responsible nation” and safeguard peace from the international community, China do not juggle with both hands holding the North and South Korea, and should act as levers.I n order to prevent North Korea’s aggression and threats, the Chinese government don’t give a unilateral aid to North Korea, China must stick to the government’s foreign policy that “According to what its own merits to determine its position”. In recent years, China began to see our country lower than the former in the power or importance.T o counteract this, we should maintain equal relations with neighboring countries, and should be continued special strategic relationship with the United States.F urthermore, we should seek ways that the U.S.a nd China want partnership with us.
